The challenge posed by contributors to this volume is to assess the development of so-called critical IPE and interrogate whether the theoretical foundations it was built upon have reached their potential. The essays in this volume take up this challenge in a number of different ways but all share a common concern - to re-assess the purpose of critical approaches, reflect on why certain social theorists have been favoured as a point of departure, yet others have largely been ignored. In light of recent debates on the notion of a 'trans-Atlantic divide' within IPE the collection the contributors aim demonstrates how the distinction between the 'critical' and the 'orthodox' (or 'empirical') is only significant if the 'critical' is geared towards a larger, more substantial body of critical social enquiry and engages with what it means to conduct such enquiry.

Book excerpt: State formation in post-colonial societies differed greatly from the formation of the Western capitalist state. The latter has been extensively studied, while a coherent grasp of the post-colonial state has remained elusive. Amin-Khan provides a critical historical and contemporary understanding of post-colonial state formations in Asia and Africa, and suggests how this process differed from the formation of states in Latin America. In distinguishing between the post-colonial state and the Western capitalist state, the author argues that the unitary colonial state left a strong legacy on the decolonized states of Asia and Africa, reinscribing their subordination vis-à-vis Western states, transnational corporations and multilateral institutions. The indigenous elites' decision at the time of decolonization to retain colonial state structures meant the readaptation of capitalism-imperialism nexus to suit new post-colonial realities, which enabled the formation of clientelist relationships. This post-colonial reality and exploration of the contemporary context provides the basis of analyzing two post-colonial state forms, the capitalist and proto-capitalist varieties, which are examined using the case studies of India and Pakistan.

Book excerpt: A Tributary Model of State Formation: Ethiopia, 1600-2015 addresses the perplexing question of why a pedigreed Ethiopian state failed to transform itself into a nation-state. Using a comparative-institutionalist framework, this book explores why Ethiopia, an Afroasian civilizational state, has yet to build a modern political order comprising a sturdy state, the rule of law, and accountability to the ruled. The book provides a theoretical framework that contrasts the European and the Afroasian modes of state formation and explores the three major variants of the Ethiopian state since 1600 (Gondar, Shewa, and Revolutionary). It does this by employing the conceptual entry point of tributarism and teases out the implications of this perspective for refashioning the embattled postcolonial African political institutions. The primary contribution of the book is the novel framing of state formation through the lens of a landed Afroasiatic peasantry in giving rise to a fragile state whose redistributive preoccupation preempted the emergence of a productive economy to serve as a buoyant revenue base. Unlike feudal Europe, the dependence of the Afroasian state on arm’s-length overlordship rather than on tightly-managed landlordship incentivized endemic extractive contests among elites with the capacity for violence for the non-fixed tribute from independent wealth producers. Tributarism, I argue here, stymied the transition from a resilient statehood to a robust nation-statehood that befits an open-order society. The author argues that the biggest threat that many states are confronted with today is their disintegration rather than their obsolescence, and that International Law has not often been able to prevent that eventuality. In fact, states, when they were not destroyed by war, managed to survive, thanks to the flexibility of territoriality, i.e. their ability to adjust to difficult situations as they arose. It is this understanding of adaptation that urges an increasing number of states today to revive territorial autonomy and restore an original understanding of self-determination in which democracy is a pivotal factor in establishing congruence between the states and their nations. While this move is endorsed by International Law, it is not the case for globalization; for their own sake, proponents of globalization should recognize that the states are irreplaceable as long as they remain the sole providers of protection for their peoples.
