In addition, given recent advances in new economic geography on the theoretical front and in the development of both input-output and computable general equilibrium models on the empirical front, the important subject of interregional trade is now open to study using these theoretical and empirical methodologies. Given this state of affairs, this book aims to present chapters written by a carefully selected group of experts in the field and thereby shed valuable light on key outstanding questions concerning the region and trade. These questions include, but are not limited to, the role of external economies in shaping the pattern of interregional trade, the role of natural resources versus traditional factors of production such as labor and capital in driving interregional trade, the relationship between transport and interregional trade, "high value" interregional trade in services, and the role of interregional trade estimation in the construction of a multi-regional, input-output system.

The book analyzes the direct and indirect effects of two variants of a negative income tax plan. These are the standard negative income tax and the Family Assistance Plan. By studying the indirect effects of income-maintenance programs on industries, occupations, and different regions, the authors point to understanding the effectiveness of alternative income-maintenance programs. Proposed changes in national taxes and transfer policies aim to achieve income redistribution. In their studies and models, the authors noted that the full impact of these tax policies throughout the income spectra covering different income classes, industries, occupations, and regions is different from that gathered from observations involving the direct effects of these schemes. The authors cite some policy implications resulting from their study, such as the redistributional impacts of direct tax-transfer scheme are not as efficient as expected and that increasing the demand for low-skilled workers and improving their job qualities is one way of improving income distribution. The text is valuable for economists and government policymakers in the finance and labor sectors, as well as for sociologists and political economists.

Apart from pure scholarly interest, under standing the factors that have promoted growth in some regions while others have been left lagging is of crucial importance for the design of policy aimed at helping "depressed" regions or promoting balanced growth among regions. The purpose of studying the process of regional growth is to delineate the variables that have the major influence on growth, to under stand the mechanisms through which these variables exert their forces, and to determine if the interactions of these forces alter the magnitudes of response or the manner in which a regional economy responds to stimuli. The first step in this process is the determination of the primary forces responsible for the growth or stagnation of a region. These forces should be few in number if the analyses of the mechanisms that transmit their effects and the interactions among those mechanisms are to be reasonably tract able. Regional economists cannot draw on many of the results of studies of the economic development of nations, for many of the forces isolated by development economists, such as culture, tradition, or barriers to free flows of goods and factors of production, have no viable role to play in the explanation of the variety of growth experience within a system of regions.
