Among these sprinklers have been revolv ing ones galore, all of which have been absolute failures on account of.the small area covered, the great cost of installa tion, inequality of distribution and short life. Another sys tem which has been used quite extensively, but only on account of nothing better being available, is the overhead perforated pipe system, the principal objections to which are the posts, which if of wood only last two or three years, and if of metal are very expensive to install, besides being very much in the way of cultivation, the constant turning of pipe required, the small amount of water distributed, the excessive loss by evaporation, the inequality of distribution and the stopping of tubes. This last being one of the prin cipal objections, as the smallest particle of pipe scale or other sediment will obstruct the very minute water passages. The large number of irrigation systems constructed during the past 15 years have served to call attention to the importance of questions of operation policies and methods. Relatively such questions are at present much less thoroughly worked out than the strictly engineering questions of design and construction. This volume is the outgrowth of notes prepared for class use in a course in this subject given by the author at the University of California. It is based on several years personal experience and observation in irrigation work in many of the western states, and on a careful examination of available published material supplemented by correspondence and discussions with many of those connected with the operation and maintenance of irrigation systems. The subject of this volume is necessarily one of practice rather than of theory. As in other similar subjects, practice is materially affected by local conditions, which in irrigation may vary widely in the different irrigated sections. Such variations make it difficult to distinguish the principles of the practice from the local application of such principles. An attempt has been made to give the general principles that may be recognized, illustrated by typical examples of their local application, rather than to fully cover all local variations in practice. No attempt has been made to cover practice outside of the United States. There is very little published material relating to this subject which is generally available. References to the more important articles are given at the end of each chapter; many of these, however, have had only a limited distribution and will be available to only a few readers. The object in view in undertaking a new series is to afford an Opportunity for prompt publi cation of short reports, generally popular in character, relating to the water resources and the methods of utilizing these, with especial ref erence to the employment of water in agriculture. To reply to ques tions arising in various parts of the country regarding the progress of the investigation of the water resources and the facts relating to the available supply of water for irrigation, power, or domestic use, it is necessary to have pamphlets which can be sent out freely, and which, in order to answer the particular needs of individuals or communities, will not be too general in character. The series of bulletins issued by the Survey would serve as such means of communication were it not for the fact that by law these must be sold, and thus can not be used for official purposes or for placing the information acquired by investiga tion at once in the hands of the persons seeking to know the facts. By the law authorizing this new series it is possible for the Survey to dis tribute these papers to correspondents and to the numerous volunteer assistants who at one time or another have kindly aided by replying to letters of inquiry or schedules asking for specific data. Without such opportunities for distribution of small publications the Officers of the Survey are placed in an embarrassing position, from the fact that they are compelled to ask favors in the way of statements and data of various kinds and are yet unable in general to more than thank the persons who have freely given their time to the preparation of letters and the filling out Of blanks. Even when these persons have asked for a copy of the publication embodying the information which they have furnished, it has not been possible for a bulletin to be sent unless paid for by some member of the Survey. Book excerpt: Excerpt from Irrigation Works: Constructed by the United States Government Agriculture by irrigation is one of the oldest occupations of civilized man. Various parts of the world show evidences that irrigation was practised long before any historical record was kept. The remains of prehistoric irrigation works have been identified and extensively traced in southern Arizona along the Salt River and in parts of New Mexico and California. American Irrigation was left entirely to private and corporate. enterprise until the passage, in 1902, of the National Reclamation Act, which has been amended and modified from time to time by subsequent acts. The original reclamation act provided for the segregation of the receipts from the sales of public lands in the sixteen Western States and Territories into a special fund to be known as the Reclamation Fund and to be available for the survey, construction, and operation of reclamation projects in those States. It provided that the cost of those projects should be returned to the Reclamation Fund by the owners of private land or entry-men on public land in ten annual installments, no requirement of interest being made. A subsequent act in 1914 extended this time to twenty years. The original act required the expenditure of the major portion of the funds in the States in which it had been received. Under this act about one hundred million dollars have been expended in construction, and twenty-five projects are now in operation and prepared to deliver water to about one million five hundred thousand acres of land, about two-thirds of which was actually irrigated in 1916. The projects undertaken, unlike the early simple diversions upon valleys adjacent to the head works, involved, on the contrary, expensive storage works, high diversion dams, difficult tunnels, or long, expensive canal work upon side hills, where large investment was necessary before any water was brought to the land.
