Book excerpt: Despite unparalleled success in Operation Enduring Freedom, special operations forces must undergo a rapid transformation to reduce joint operational friction. Joint friction results from employing the current, or legacy, special operations forces against an adversary that uses surprise and asymmetric warfare. In many fundamental ways special operations forces remain legacy forces designed for a different threat - the Soviet Union. They are not optimized for the war on terrorism and the complex future operating environment. These legacy ties create points of operational friction that hinder achieving the new defense strategy's goal of swift and decisive defeat of asymmetric adversaries. This paper examines the implications of the new defense strategy for special operations. It identifies critical areas that generate joint friction: unified command, legacy command relationships doctrine; ad hoc operational level joint command and control organizations; and, the use of Service-centric doctrine and procedures to plan and coordinate joint missions. This paper concludes with alternatives that will reduce joint friction and dramatically improve special operations forces' ability to support the defense strategy goal of making "truly dramatic improvements in joint operational effectiveness."

They are now active in some seventy countries and, since 2001, have seen their combined budget nearly quintuple -- a trend that seems likely to continue. As the United States seeks ways to tackle a range of security threats worldwide, shore up the resilience of its friends and allies against terrorist and criminal networks, and minimize need for large-scale military interventions, the importance of special operations forces will grow. Yet, the strategic vision for special operations forces has not kept pace with the growing demands for their skills. Most people -- and, indeed, many policymakers -- associate the special operations forces with secret nighttime raids like the one that targeted Osama bin Laden: tactical operations against a particular individual or group. The abilities of special operations forces, however, extend much further, into military training, information operations, civil affairs, and more. As the United States shifts its focus from war fighting to building and supporting its partners, the author argues, it will become critical to better define these strategic capabilities and ensure that special operations forces have the staffing and funding to succeed. The author further calls on the Pentagon to remove bureaucratic and operational obstacles to cooperation among the special operations forces of each service, and between special and conventional forces. She also recommends that all special operations forces commands work to develop a pipeline of talented, motivated officers with expertise in these issues, and that the role of civilian leadership in budget and operational oversight be reinforced.

Book excerpt: Current army doctrine provides a guide for the integration of conventional and special operations forces in combat, but provides little direction to guide the integration of conventional and special operations forces in a peacetime training environment. This monograph seeks to determine if and how the US Army should formalize the integration of conventional forces and special operations forces in training for the complex future. By analyzing instances of integration of conventional and special operations forces in the first two years of Operation Enduring Freedom in Afghanistan, this monograph concludes that peacetime integration in training should be emphasized more, particularly at the combat training centers. Because of the uncertainty inherent in the future operating environment, a formal model for this integration in training could not be developed. Regardless, an increase in integration of conventional and special operations forces in training will inherently provide a common understanding that can be applied to integration in combat. Conclusion Conventional forces and SOF integration and interoperability is often asserted as a key to maximizing resources to accomplish missions. International relations and complexity theorist Robert Jervis describes this interaction effect in saying that "events that occur close together also can have a different impact than they would if their separate influences were merely summed." He goes on to explain this concept that the whole of a system is different than the sum of its parts. Thinking systemically, CF and SOF integration has the potential to produce greater effects than if CF and SOF operated independently of each other. Despite this, CF and SOF integration is not fully embraced by either the conventional Army or the special operations community. United States Special Operations Command (USSOCOM) has recently instituted the Global SOF Network (GSN) model, where USSOCOM integrates the US SOF more closely with international and intra-national SOF elements. Meanwhile, the Army has implemented the Regionally Aligned Forces (RAF) concept, where Army conventional brigades develop regionally based expertise and form habitual relationships with Geographic Combatant Commands to aid in conducting theater security cooperation activities. Because of these initiatives, it is evident that SOF and CF will continue to operate in the same locations, toward the same objectives, in combat and non-combat operations in the future. Despite the emergence of the RAF and GSN concepts, and the theoretical ability for the whole of a system to be different than the sum of its parts, the Army has done little to formalize or foster continuous and lasting efforts for integrating special operations and conventional forces.

They are now adequately funded, better-equipped, and well-trained. Special operations forces are often the nation's first military response when faced with a crisis in today's uncertain and unstable international security environment. What caused this dramatic turnaround? As this book shows, it was a long way from congressional outrage at TV images of burned bodies of U.S. servicemen in the Iranian desert to the establishment of a special operations force of nearly 45,000 active and reserve personnel. The monograph concludes that interdependence in its current construct suffers from uninformed mental models. Specifically, these mental models consider task-based interdependence, focusing on employment of special operations in the direct approach, versus combined symbiotic interdependence in long-term campaigns. The Army institutional generating force manages the doctrinal and educational processes for improving organizational learning. However, the responsibility falls to special operations organizations to inform doctrine and education with special operations theory, and joint opportunities geared toward an indirect approach to special warfare.
