Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics. This book explains the origins of the party, its ideology and relationship with democracy, its appeal with voters, and its similarities with (and differences from) other populist radical right parties in Europe. When José Luis Rodríguez Zapatero became Spain's opposition leader in 2000, he pledged that if his socialist party won power he would govern Spain in accordance with the principles laid out in Philip Pettit's 1997 book Republicanism, which presented, as an alternative to liberalism and communitarianism, a theory of freedom and government based on the idea of nondomination. When Zapatero was elected President in 2004, he invited Pettit to Spain to give a major speech about his ideas. Zapatero also invited Pettit to monitor Spanish politics and deliver a kind of report card before the next election. Pettit did so, returning to Spain in 2007 to make a presentation in which he gave Zapatero's government a qualified thumbs-up for promoting republican ideals. In this book, Pettit and José Luis Martí provide the historical background to these unusual events, explain the principles of civic republicanism in accessible terms, present Pettit's report and his response to some of its critics, and include an extensive interview with Zapatero himself. In addition, the authors discuss what is required of a political philosophy if it is to play the sort of public role that civic republicanism has been playing in Spain. An important account of a rare and remarkable encounter between contemporary political philosophy and real-world politics, this is also a significant work of political philosophy in its own right.
