Book excerpt: The guiding question of this work is the following: In which way, if at all, can we define a framework that allows a comparative view on social professional activity in an international perspective? Going beyond positivist research usually means to look for qualitative standards, however remaining caught by taking individual professions in a national setting from one country for granted and looking from what we know for 'counterparts' and/or 'partners' in other countries. To avoid the subsequent shortcoming of an underlying 'professional rigidity' we face the need of developing a functional perspective, focusing on the societies in which Social Professional Activities (SPA) emerge in their respective particular national patterns. This means, however, to start by defining 'the social' as determining societies in general, looking from there at different national patterns -- pragmatically but as well structurally the nation state will be taken as point of reference. In such a perspective, several current concepts have to be fundamentally questioned as far as the mainstream consensus is concerned. Terms in question are in particular: the social, professions and social problems - this is especially necessary when it comes to developing an international perspective. Despite the need of looking for a general definition of the social, there is in particular a more specific need for debating the understanding of different strands of activities that are - in the widest sense - captured as social professions, for example social work, community/youth work, nursing and care professions, but as well social management and social action (especially the latter pointing on the problematique of professionalisation in strictu sensu). International comparative research of social professional activities does not fail (primarily) because of the huge variety of national regimes and regulations. The actual reason is the fundamentally different point of departure, expressing various national traditions of the reasoning on the state - a reasoning being at the end a practical reasoning. In other words, we have to recur on the different national understanding of 'social contracts'. This approach allows taking a dialectical perspective in order to revisit the actual character of social professional activities. It is the practical confrontation of the individual with his/her environment that constitutes processes of socialisation.

The logic of liberal markets since the 19thCentury, and especially since World War II, has been inscribed into everyday practices that are usually unconsciously reproduced. The authors show that they are a main driver of the ecological crisis and economic and political instability. The Imperial Mode of Living implies that people's everyday practices, including individual and societal orientations, as well as identities, rely heavily on the unlimited appropriation of resources; a disproportionate claim on global and local ecosystems and sinks; and cheap labour from elsewhere. This availability of commodities is largely organised through the world market, backed by military force and/or the asymmetric relations of forces as they have been inscribed in international institutions. Moreover, the Imperial Mode of Living implies asymmetrical social relations along class, gender and race within the respective countries. Here too, it is driven by the capitalist accumulation imperative, growth-oriented state policies and status consumption. The concrete production conditions of commodities are rendered invisible in the places where the commodities are consumed. The imperialist world order is normalized through the mode of production and living.

Wagner, George Mason University, US Why is competition between institutions usually viewed in a negative light, when competition is considered positive in most other economic contexts? The contributors to this volume introduce new perspectives on this issue, analytically and empirically exploring reasons for this perception. Negative assessments of institutional competition emphasize that such competition may lead to a race to the bottom in terms of eroding government revenues, redistributing wealth from workers to capitalists, and limiting democracy by forcing politicians to prioritize international investment capital rather than working for their voters. This study focuses on the phenomenon of undeclared work and the case of Germany, presenting the most comprehensive analysis of tax non-compliance for Germany to date, based on surveys conducted by the Rockwool Foundation. Theoretically, the analysis starts from the standard model of tax evasion as being influenced by the subjectively perceived extent of deterrence, the perceived marginal tax burden and social norms. Evidence is provided on the impact of deterrence and other factors on tax non-compliance, and several descriptive statistics are presented to better illustrate the natrure of undeclared work with regard to industry, region, education and other socio-economic characteristics.

Tollison in the foreword, "The central purpose of the book was to examine the simple precepts of Keynesian economics through the lens of public-choice theory. The basic discovery was that Keynesian economics had a bias toward deficits in terms of political self-interest." Democracy in Deficit opened the door for much of the current work on political business cycles and the incorporation of public-choice considerations into macroeconomic theory. Even in the area of monetarism, Buchanan's landmark work has greatly influenced the sway of contemporary theorists away from the nearly universally held belief of Keynesian theory. Democracy in Deficit contributes greatly to Buchanan's lifelong fiscal and monetary rules to guide long-term policy in macroeconomics. The book serves to bolster Buchanan's central beliefs in the necessity of a balanced-budget amendment to the U.S. Constitution and in monetary rules rather than central bank discretion. The book is co-authored with Richard Wagner, a respected colleague of Buchanan, whom Buchanan recognized as helping to keep the book free of polemics and on target with its central purpose of applying the elementary theory of public choice. James M. Buchanan (1919-2013) was an eminent economist who won the Alfred Nobel Memorial Prize in Economic Sciences in 1986 and was considered one of the greatest scholars of liberty in the twentieth century.
