Book excerpt: The guiding question of this work is the following: In which way, if at all, can we define a framework that allows a comparative view on social professional activity in an international perspective? Going beyond positivist research usually means to look for qualitative standards, however remaining caught by taking individual professions in a national setting from one country for granted and looking from what we know for 'counterparts' and/or 'partners' in other countries. To avoid the subsequent shortcoming of an underlying 'professional rigidity' we face the need of developing a functional perspective, focusing on the societies in which Social Professional Activities (SPA) emerge in their respective particular national patterns. This means, however, to start by defining 'the social' as determining societies in general, looking from there at different national patterns -- pragmatically but as well structurally the nation state will be taken as point of reference. In such a perspective, several current concepts have to be fundamentally questioned as far as the mainstream consensus is concerned. Terms in question are in particular: the social, professions and social problems - this is especially necessary when it comes to developing an international perspective. Despite the need of looking for a general definition of the social, there is in particular a more specific need for debating the understanding of different strands of activities that are - in the widest sense - captured as social professions, for example social work, community/youth work, nursing and care professions, but as well social management and social action (especially the latter pointing on the problematique of professionalisation in strictu sensu). International comparative research of social professional activities does not fail (primarily) because of the huge variety of national regimes and regulations. The actual reason is the fundamentally different point of departure, expressing various national traditions of the reasoning on the state - a reasoning being at the end a practical reasoning. In other words, we have to recur on the different national understanding of 'social contracts'. This approach allows taking a dialectical perspective in order to revisit the actual character of social professional activities. It is the practical confrontation of the individual with his/her environment that constitutes processes of socialisation.

Für die Forschung der Verwaltungsmodernisierung wurden die Angaben aus dem Forschungsprojekt verwendet und mit Prozentsätzen belegt. Im dritten Kapitel wird auf die Paradigmenwechsel der Kinder- und Jugendhilfe eingegangen und die modernisierte Form vom „Neue Steuerungsmodell“ folglich das „Soziales Management“ dargestellt. Die Modernisierung der Kommunalverwaltungen ist in den letzten Jahren in den sozialwissenschaftlichen und sozialpädagogischen Bereichen zu einem viel diskutierten Thema geworden. Der Grund für Reform bzw. Umstrukturierungsprozess war in den vergangenen Jahren die unendliche Finanzkrise und die steigenden Ansprüche der Bürger/innen an Qualität und Kosten im kommunalen Dienstleistungsbereich und der gesellschaftliche und politische Gestaltwandel. Diese Arbeit, bezogen auf den Dienstleistungssektor der sozialen Arbeit, basiert auf der Verpflichtung Erfordernis, Effizienz, Verformbarkeit, Kundenzufriedenheit und Mitarbeiterorientierung im Umstrukturierungsprozess des kommunalen Dienstleistungsunternehmens zu erfüllen. Die Kommunalverwaltung hat sich gewissermaßen von einer staatlichen Institution zu einem behördenmäßigen bzw. Output orientiertem Dienstleistungsunternehmen entwickelt und der Bürger wurde unter den Aspekt „Kunde“ betrachtet.

Durch Globalisierung, Finanzmisere, stetig steigender Staatsverschuldung, hoher Arbeitslosigkeit und anderen Problemen, sah der Staat enormen Handlungsbedarf. Auf die Empfehlungen der Europäischen Union in der Lissabon-Erklärung hin, Deutschland zu einem „aktiven und dynamischen Wohlfahrtsstaat“ zu modernisieren, wurde in Deutschland ab 2003 die „Agenda 2010“ eingeführt. Diese begründete maßgeblich die Transformation vom versorgenden Wohlfahrtsstaat zum aktivierenden Sozialstaat. Die Pfeiler des aktivierenden Sozialstaates sind die Aktivierung des Arbeitsmarktes, der öffentlichen Verwaltung und der Bürger. Durch diese Aktivierungen, die Flexibilisierung der Arbeitswelt und die steigende soziale Unsicherheit verändert sich die Gesellschaft. Im Zuge dieses Aktivierungssprozesses hat sich auch die Soziale Arbeit in ihrer Funktion, ihrer Struktur und der Professionalisierung gewandelt. Während die Zahl der Hilfsbedürftigen und die durch eben jene Krisen hervorgerufenen Komplexität der Fälle zunehmen (vgl. Seithe 2010, S. 98), wurde durch den aktivierenden Sozialstaat eine Ökonomisierung der Sozialen Arbeit eingeleitet. Im Zuge dessen wurden marktliche Instrumente wie Kontraktmanagement und Budgetierung, sowie der Wettbewerb untereinander implementiert. Dies an sich ist schon widersprüchlich, da die Soziale Arbeit "gerade als Antwort auf die Verwerfungen und Nebenwirkungen einer Marktgesellschaft ent¬standen" ist (Galuske 2007, S. 22). Damit werden „grundlegende Voraussetzungen und Basisorientierungen“ (Hering/Münchmeier 2000, S. 227) der Sozialen Arbeit in Frage gestellt, die während des sogenannten „sozialpädagogischen Jahrhunderts“ (Galuske 2008, S. 9) erarbeitet wurden. Die „vertrauten Denk- und Interpretationsfiguren, an denen sich die Soziale Arbeit über fast 130 Jahre ausrichten und ihr Funktionsbild bestimmen konnte“ (Hering/ Münchmeier 2000, S. 22), wurden damit aufgelöst (vgl. ebd.), so dass Galuske sogar so weit geht, das „Ende des sozialpädagogischen Jahrhunderts“ (Galuske 2007) einzuläuten. Mit dem Ende des „sozialpädagogischen Jahrhunderts“ wird auch offenbar, dass „jene Widersprüche wieder neu aufbrechen, die ihre Geschichte von Anfang an begleitet haben“ (Hering/ Münchmeier 2000, S. 227). The Weimar experiment in democracy depended to no small degree upon the welfare system's ability to give German citizens at least a fundamental level of material and mental security in the face of the new risks to which they had been exposed by the effects of the lost war, revolution, and inflation. But the problems of the postwar period meant that, even in its best years, the Weimar welfare state was dangerously overburdened. The onset of the Depression and the growth of mass unemployment after 1929 destroyed republican democracy and the welfare state upon which it was based. On the ruins of Weimars social republic, the Nazis built a murderous racial state. Existing work on the Weimar welfare state concentrates largely on the discussions of social reformers, welfare experts, feminists, and the laws and institutions that their debates produced. Yet the Weimar welfare state was not simply the product of discourse and discursive struggles; it was also constructed and re-produced by the daily interactions of hard-pressed officials and impatient, often desperate clients. Adopting a "history of everyday life" perspective, Germans on Welfare: From Weimar to Hitler, 1919-1935 shows how welfare discourse and policy were translated into welfare practices by local officials and appropriated, contested, or re-negotiated by millions of welfare clients.
