Book excerpt: "As part of his "new thinking" ([novoe myshlenie]), Mikhail Gorbachev has introduced a number of new concepts whose meanings are still under debate both inside and outside the Soviet Union. One of these concepts, "reasonable sufficiency" (razumnaia dostatochnost'), provides material for a wide-ranging civil-military and intra-military conflict on Soviet national security policy. This paper discusses the concept of "reasonable sufficiency" in its domestic context as one of the tools used by the Soviet leadership to undermine and divide the Soviet military so it cannot function as an interest group against changes in doctrine and defense spending. The authors conclude that there is evidence that the Soviet leadership has had some success. As a result, the monopoly of the Ministry of Defense and the General Staff on defense policy development appears to be broken. Whether the civilians will maintain the momentum and expertise to redefine who will decide the nature of the external threat to the Soviet Union remains to be seen."--Rand abstracts

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this book is to document from basic Soviet sources the development of Soviet military doctrine and its impact upon the Soviet Armed Forces. Soviet military doctrine is defined as the military policy of the Communist Party. In one way or another, this policy affects the lives of all of us-as a possible threat to free institutions and political processes as well as to our economic life and well-being. Generally we approach Soviet military policy in terms of military balances and weapons: comparisons in the number of men under arms, the speed of aircraft of the Soviet bloc versus that of NATO aircraft, the number of ballistic missiles and their throw-weights. Studying such balances is of critical importance in defining, to some degree, existing forces. But it is only through a deep and thorough study of the military policy of the Communist Party, which translates directly into military doctrine, that we can obtain the background that might aid in negotiating with the Soviets on arms control matters or in making decisions that will enable those nations outside of the Soviet bloc to deter future Kremlin military moves.

Available in PDF, EPUB and Kindle. Book excerpt: From a globally renowned expert on Russian military strategy and national security, The Russian Way of Deterrence investigates Russia's approach to coercion (both deterrence and compellence), comparing and contrasting it with the Western conceptualization of this strategy. Strategic deterrence, or what Dmitry (Dima) Adamsky calls deterrence à la Russe, is one of the main tools of Russian statecraft. Adamsky deftly describes the genealogy of the Russian approach to coercion and highlights the cultural, ideational, and historical factors that have shaped it in the nuclear, conventional, and informational domains. Drawing on extensive research on Russian strategic culture, Adamsky highlights several empirical and theoretical peculiarities of the Russian coercion strategy, including how this strategy relates to the war in Ukraine. Exploring the evolution of strategic deterrence, along with its sources and prospective avenues of development, Adamsky provides a comprehensive intellectual history that makes it possible to understand the deep mechanics of this Russian stratagem, the current and prospective patterns of the Kremlin's coercive conduct, and the implications for policymakers on both sides of the Atlantic.

Changes in leadership and institutional arrangements, economic policy, ideology and military involvement all fostered new patterns of cooperation and competition. Authors look at the historical, economic and cultural contexts of change and proceed to a discussion of change agents, such as modernization, technology and domestic politics. Specific components of foreign and military policy, such as arms control and relations with Western Europe, the Warsaw Pact and the Third World, are also examined.
