Book excerpt: Border Patrol, within U.S. Customs and Border Protection (CBP), responds to reports of migrants attempting to enter the U.S. between ports of entry who may be missing or in distress. A committee report accompanying the Department of Homeland Security's (DHS) fiscal year 2020 appropriation directed CBP to report data on migrant deaths, describe plans to help reduce the number of migrant deaths, and share its coordination efforts with external entities. This report addresses (1) how Border Patrol has implemented the Missing Migrant Program to help reduce the frequency of migrant deaths; (2) the extent to which Border Patrol collects and reports complete and accurate data on migrant deaths; and (3) how Border Patrol evaluates the Missing Migrant Program. GAO is making three recommendations to Border Patrol to take steps to ensure it collects and records available information on migrant deaths, including those identified by external entities; include known migrant deaths and any data limitations in public and Congressional reports; and develop a plan to evaluate the Missing Migrant Program.

The Shadow of the Wall shows in tangible ways the migration experiences of hundreds of people, including their encounters with U.S. Border Patrol, cartels, detention facilities, and the deportation process. Deportees reveal in their heartwrenching stories the power of family separation and reunification and the cost of criminalization, and they call into question assumptions about human rights and federal policies. The authors analyze data from the Migrant Border Crossing Study (MBCS), a mixed-methods, binational research project that offers socially relevant, rigorous social science about migration, immigration enforcement, and violence on the border. Using information gathered from more than 1,600 post-deportation surveys, this volume examines the different faces of violence and migration along the Arizona-Sonora border and shows that deportees are highly connected to the United States and will stop at nothing to return to their families. CBP reported apprehending over 327,000 illegal entrants and making over 17,150 seizures of drugs along the border in fiscal year 2011. Across the border, most apprehensions (over 38 percent) and drug seizures (28 percent) occurred in the Tucson sector. This statement discusses (1) apprehension and other data CBP collects to inform changes in southwest border security and data used to show effectiveness of resource deployments, and (2) the extent to which Border Patrol has developed goals and measures to identify resource needs under its new strategic plan. This statement is based on GAO's December 2012 report on CBP's management of southwest border resources and prior reports on DHS's efforts to measure border security, with selected updates from February 2013 on Border Patrol fiscal year 2012 operations data. To conduct prior work, GAO analyzed DHS documents and data from fiscal years 2006 to 2011, and interviewed CBP officials, among other things.
