Available in PDF, EPUB and Kindle. Book excerpt: Gathering contributions from leading academics and international trade experts from South Asia, this book is dedicated to the late Dr. Saman Kelegma, whose untimely death in June 2017 left a huge void in the field of regional economic cooperation. Keeping in mind his enduring legacy regarding regional cooperation in South Asia, it covers issues related to the challenges of deeper regional integration in South Asia and proposes strategies to address these challenges. It also offers an up-to-date, rigorous academic analysis of various issues related to low intra-regional trade in South Asia; prevalence of tariff barriers; incidence of a range of non-tariff measures; challenges of weak-trade-related infrastructure and the need for trade facilitation; the political economics of regional integration, highlighting how bilateral political relations affect the integration process; low level of intra-regional investment; South Asia’s pattern of integration with the global and regional value chains; pattern and dominance of informal trade; and alternative regional integration initiatives in South Asia, such as the bilateral, regional, and sub-regional trade agreements within and countries outside this region. Intended primarily for researchers and students of international trade, and policymakers from South Asia and beyond, the book is also a valuable supplementary reference resource for researchers and students. Furthermore, the pragmatic analysis of the policy options presented offers guidance for policymakers in South Asia wanting to implement effective policies and strategies for deeper regional integration.

Book excerpt: Since the mid-seventies, electric utilities were faced with escalating construction costs, growing environmental plus siting constraints and increasing uncertainty in demand forecasting. To cope with the increasing demand for energy services, utilities can either invest in supply-side options (new generation, transmission and distribution facilities) or in demand-side options. Demand-side options include, policies, programmes, innovative pricing schemes and high-efficiency end-use equipment (equipment providing the same or better level of services but using less energy or peak power). Recent experience in both North America and Europe show that demand-side options are usually cheaper and less damaging from the environmental point of view, and also their potential can be tapped in a shorter term than other supply-side options. This workshop was directed at the discussion and analysis of cost-effective methodologies to achieve the supply of electric energy services at minimum cost and minimum environmental impact. The programme included new developments in power planning models which can integrate both supply-side and demand-side actions. Quantitative assessments of the environmental impact of different supply-demand strategies were analyzed. Planning models which deal with uncertainty and use multicriteria approaches were presented. Case studies and experiments with, innovative concepts carried out by utilities in several countries were discussed. Load modelling and evaluation of demad-side programmes was analyzed. Additionally, the potential for electricity savings in the industrial, commercial and residential sectors was presented. New research directions covering planning models, programmes and end-use technologies were identified.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: Abstract: The trade performance of countries in South Asia over the past two decades has been poor relative to other regions. Exports from South Asia have doubled over the past 20 years to approximately USD 100 billion. In contrast, East Asia's exports grew ten times over the same period. The low level of intraregional trade has contributed to weak export performance in South Asia. The empirical analysis in this paper demonstrates gains to trade in the region from reform and capacity building in trade facilitation at the regional level. When considering intraregional trade, if countries in South Asia raise capacity halfway to East Asia's average, trade is estimated to rise by USD 2.6 billion. This is approximately 60 percent of the total intraregional trade in South Asia. Countries in the region also have a stake in the success of efforts to promote capacity building outside its borders. If South Asia and the rest of the world were to raise their levels of trade facilitation halfway to the East Asian average, the gains to the region would be estimated at USD 36 billion. Out of those gains, about 87 percent of the total would be generated from South Asia's own efforts (leaving the rest of the world unchanged). In summary, we find that the South Asian region's expansion of trade can be substantially advanced with programs of concrete action to address barriers to trade facilitation to advance regional goals.

Book excerpt: Using climate justice as an analytical tool, this volume examines the role of local mitigation and adaptation actions in Southern African in furthering climate resilient development. Climate Action in Southern Africa examines the intrinsic connection between local climate actions, climate resilient development and strides towards a just transition. The theoretical grounding in climate justice allows the authors to analyze whether current climate actions in Africa are truly effective for the poor and marginalized whose lives and livelihoods are impacted by a climate crisis largely not of their making. The authors also question the extent to which pathways to net zero carbon emissions by 2050 are achievable in Africa and ask whether this can be attained without undermining livelihoods and human development. Overall, the book argues that for any transition to be a just transition it has to be aligned with the pursuit of sustainable development and climate justice for current and future generations on the African continent. Drawing out key factors including politics, gender and migration, this volume will be of great interest to students and scholars of climate change, climate justice and African development.
