Available in PDF, EPUB and Kindle. Book excerpt: Oswald argues that European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. As U.S. leaders indicate a willingness to disengage from their former European protectorate, the Europeanization of Europe's own security needs—their ability to take care of their own crises—will proceed apace. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. Instead, Oswald argues, European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. As U.S. leaders indicate a willingness to disengage from their former European protectorate, the Europeanization of Europe's own security needs—their ability to take care of their own crises—will proceed apace. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management.

Book excerpt: As Europe underwent extraordinary changes in 1989-1990, the continent's south-eastern region - the Balkans - began once again to draw attention for its ethnic rivalries, its political turmoil and its interstate disputes. Continuing tensions and instability have fostered images of a Balkan imbroglio where regional instability could affect all of Europe. This study offers country-specific and comparative assessments of political trends during this transitional era, placing emphasis on matters of international security, socioeconomic policy and political leadership. Also considered are the requisite conditions for democracy in the role of the military in a civil society, and the manner in which security can be achieved without overarching, hegemonic alliances.

Book excerpt: With the European Union ́s upcoming eastern enlargement, Europe is confronted with the necessity of creating security and stability beyond the EU borders in Eastern and Southeastern Europe. This task includes not only numerous risks but also opportunities to face the challenges of the 21st century. This volume provides policy-oriented recommendations and differentiated assessments for all nine states and entities of the region, as well as for the policy areas of governance, economy and security. The authors explore the unintended consequences and side-effects of massive support for reforms and external influence on weak states. A concept for a "Mulit-Layered Europe" is developed for the strategic dilemmas concerning the current debate on "Wilder Europe". The unique alliance between analytical output and strategic thinking makes the book valuable for the academic community and for persons responsible for Europe ́s future. The volume is one of two from a joint project on "Security in Europa and beyond its borders" of the Bertelsmann Foundation in Guetersloh and the Center for Applied Policy Research in Munich.

This book was released on 2012-12-11 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Security issues in Southeast Europe are tricky because the region has been in turmoil for many years. North Atlantic Treaty Organization (NATO) stands out as a likely counterweight to the local problems that have plagued the region, and could serve as a stabilizing force. The book focuses on counter-terrorism measures that can be taken in Southeast Europe, specifically by NATO allies in the region. NATO has played an important role in Southeast Europe in the post-Cold War years. Their brief and selective bombing operation in 1995 helped bring the Bosnian War to a conclusion and the participants to the Dayton Conference. In 1999, their more extensive bombing campaign halted Serb incursions into the Yugoslav Republic of Kosovo. In addition, the Partnership for Peace (PfP) program eventually included most of the states in the region. While there has been no direct involvement of NATO in the Black Sea region, both Georgia and Ukraine have at times made serious bids for membership, as PfP members. Creation of the NATO-Russia Council makes that important nation part of the dialogue as well. The central argument of the book focuses on the thesis that NATO involvement in both regions can be a significant factor that contributes to prospects for security in the area.
