Available in PDF, EPUB and Kindle. Book excerpt: South Asia's developing nations have been enjoying moderate to high growth over the past decade before the global recession began. This new edition provides an up-to-date guide to the growing markets in South Asia. It offers an analysis of the changes and consequences of high sustainable growth, investigating what has been achieved in the region during the last ten years from a macroeconomic viewpoint, identifying new challenges and clearly defining what has driven the boom. The first part of the textbook presents an analysis of how South Asia is rated against Southeast and East Asia in recent decades in economic and social terms. The second part of the text focuses on South Asia's economic development over 1990s and mid-2000s, and the third and final part identifies those major governance issues, which were responsible for South Asia's underperformance both socially and economically. It is widely recognised that globalisation enhanced global trade, and that trade further increased the region's prosperity. Embracing the view that economists can no longer regard themselves as technocratic guardians of neutral policy advice, the book advocates for a shift in focus from policy reform per se to the more challenging task of implementing institutional reform that will invigorate the capability of the political leadership to bring about rapid, sustained and poverty-reducing growth in South Asia. The central task would be to re-direct the focus of governments in South Asia in order to ensure that the core functions of the state stable, non-distortionary policy climate, a secure foundation of law, investment in basic education, health and infrastructure, protection of the vulnerable and adapting with the climate change are efficiently provided. At the same time, the reform agenda must be sensitive to the goal of ensuring that durable democratic institutions, traditions and values are preserved. This is a fundamental challenge, but one that must be met in order to secure the emergence of a prosperous South Asia in the early part of the twenty-first century. This textbook will be useful for students and researchers in Development Economics, Business Economics, Development Studies and Asian Studies.

This book was released on 2014-06-26 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: The general perception of the garment and textile industry in the global South is fueled only by images of dismal labor conditions and unsuitable factories, descriptions of labor clashes with police, and analyses of low wages and exploitative multinational corporations. This book presents an insightful perspective on the garment and textiles industries in Asia by highlighting that an industry fraught with competing concerns can, in fact, collaborate and work together when it is in the interest of both the state and interest groups to do so. This comparative study recognizes the role of both the state and interest groups in the policy making process and argues that they are interlinked and require one another for sustainable reforms. Employing original, in-depth research in three different countries, the study skillfully delves down deep beyond the macro statistics and commonly held images to cast light on some of the significant policy and attitudinal shifts that have occurred in this industry. It demonstrates that even though the struggle continues, it is important to recognize the improvements thus far and to work towards positive change. This book also takes a much larger historical view of the sector, arguing that manipulation of the trading regime has created and continues to create both incentives and disincentives for the various stakeholders involved in this industry. This book is is essential for students and researchers in policy studies, labor studies, South and Southeast Asian studies, international trade, and political science, as well as those engaged in program design and evaluation of projects focused on labor rights. This study is also critical for non-governmental organizations with a thematic focus on the garments and textiles industry, labor rights, human rights, and international trade policy, as well as for private sector organizations focused on improving labor conditions around the world. Concentrating mainly on China and Pakistan but also examining India, Indonesia, Vietnam, and seven other Asian T&C manufacturing countries, he contrasts post-abolition reality with pre-abolition predictions of the impact of abolishing quotas, and details the continuing distortion caused by tariffs, non-tariff barriers and through trade remedies such as safeguards and anti-dumping. All of the analysis is supported by the judicious use and interpretation of extensive statistics, compelling arguments, and interviews with entrepreneurs and trade officials in Pakistan (as a case study of a country predicted to be a major beneficiary of quota expiry).

Book excerpt: Developments in South Asia in the areas of democracy, political economy and security in the last couple of years are intriguing and raise questions about whether the region is on the road to transformation. The years 2013 and 2014, particularly, have been ‘years of transition’ in South Asia. Almost all South Asia countries have undergone political transitions with cascading effects. These elections are significant for South Asian countries because the region has witnessed political instability for a long period of time. The elections in South Asia generated the hope that the most un-integrated region may become interdependent after coming up of new sets of political heads. These developments in the region have an influence on India’s foreign policy and also mould its domestic politics; and vice-versa. India’s policy towards individual countries also has a decisive impact on the pace of on-going political transitions in a number of spheres: civil-military relations, foreign policy of individual countries, socio-political and economic dynamics and nature of governance. These transitions reflect the nature, behaviour and response of the transitory states towards the others. India, as an important stakeholder in the region is keenly observing these transitions in its neighbourhood. This book titled: Transitions and Interdependence: India and Its Neighbours is the outcome of serious deliberations among well known scholars, diplomats and policy makers at the Fifth Asian Relations Conference organised by the Indian Council of World Affairs in collaboration with the Institute of Peace and Conflict Studies in February 2014. Papers presented in the conference have been thoroughly revised before publication and the editors acknowledge with gratitude theses insightful contributions.

Book excerpt: This annual publication analyses the global and national dimensions of the investment climate for developing countries, in terms of the policy and institutional environment. This edition examines the growth of regional trade agreements, which have risen eight-fold in two decades with currently, as much as 40 percent of global trade taking place among countries that have some form of reciprocal regional trade agreement. Issues discussed include: regional trading trends; effects of regional agreements on trade creation, trade facilitation and services, investment, intellectual property rights, and labour mobility; whether the proliferation of agreements poses risks for multilateral trading system, and if so, options for managing them. The report finds that agreements leading to open regionalism (that is, deeper integration of trade as a result of low external tariffs, increased services competition, and efforts to reduce cross-border and customs delays costs) are effective as part of a larger trade strategy to promote growth. Although regional agreements can prove beneficial to member countries, they can have adverse effects on excluded countries, and the lowering of border barriers around the world is crucial to minimising these effects. The completion of the Doha Development Agenda by all WTO countries will reduce the risk of trade diversion associated with regional agreements and will decrease trade losses of countries excluded from agreements.

Book excerpt: In an increasingly interconnected world, rules of origin—laws determining the national source of a product—play a crucial role in international trade. Yet, with each country setting its own standards, the global market faces a complex web of regulations that often impedes rather than facilitates trade. "The Urgent Call for Harmonizing Preferential Rules of Origin" by Hatem Mabrouk delves into these complexities and challenges. The book reveals how preferential rules of origin, designed to determine eligibility for tariff preferences under trade agreements, are often manipulated for protectionist and political aims, creating significant obstacles for global producers and traders. Through rigorous analysis and case studies, Mabrouk explores the detrimental impacts of these systems and proposes a harmonized approach aligned with the World Trade Organization to streamline and improve international trade practices. Mabrouk's proposal offers a robust blueprint for policymakers and trade bodies to refine global trade mechanisms. "The Urgent Call for Harmonizing Preferential Rules of Origin" is essential reading for anyone involved in international trade or global economics, advocating for clearer and fairer trade regulations to enhance global economic prosperity.

Available in PDF, EPUB and Kindle. Book excerpt: The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.
