Ethnic insurgency, religion-inspired extremism, and ideology-driven hostility are examples of violent acts that have emerged as challenges to the states which have responded with violence in the form of civil war and through violations of human rights disregarding international norms. This book explores various dimensions of political violence in South Asia, namely in Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Each chapter either speaks to an important aspect of the political violence or provides an overall picture of the nature and scope of political violence in the respective country. The author discusses the claims of “belonging” of refugees, and asserts that in practice “belonging” can extend beyond the state-centric understanding of membership in South Asian states. She addresses two sets of interrelated questions: what factors determine whether refugees are relocated to their home countries in South Asia, and why do some repatriated groups re-integrate more successfully than others in “post-peace” South Asian states? This book answers these questions through a study of refugees from Sri Lanka and Bangladesh who sought asylum in India and were later relocated to their countries of origin. Since postcolonial societies have a typical kind of state-formation, in South Asia’s case this has profoundly shaped questions of belonging and membership. The debate tends to focus on citizenship, making it a benchmark to demarcate inclusion and exclusion in South Asian states. In addition to qualitative analysis, this book includes narratives of Sri Lankan and Chakma refugees in post-conflict and post-peace Sri Lanka and Bangladesh respectively, and critiques the impact of macro policies from the bottom up.

While the outlook is for steady growth, risks to it are decidedly on the downside: Trade friction could weaken recently deepened trade links, tightening US monetary policy could diminish investment in developing Asia, and rising domestic private debt may hamper growth. New technologies drive higher productivity, the foundation for economic growth, better-paid jobs, and poverty reduction. The latest technologies in robotics and artificial intelligence may threaten some jobs, however, and leave less-skilled workers behind. To maximize gains in productivity while safeguarding social welfare, governments in developing Asia should protect workers but not preserve particular jobs. Meanwhile, they should facilitate the countervailing forces in new technologies that generate new jobs. Dealing with the downsides of new technology requires synchronized effort on skills development, labor regulation, social protection, and income redistribution.

Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate †“ rising temperatures and changes in precipitation patterns †“ on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia. The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects “hotspots†?, which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country. The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia.

Book excerpt: Policy ownership of development agenda emerged as an important aspect in international development cooperation during the 1990s in the wake of evident failures of reform initiatives in developing countries steered by donor agencies, particularly the international financial institutions (IFIs), the World Bank (WB) and the International Monetary Fund (IMF). The principal focus of this book is to examine Bangladesh’s policy ownership in its PRSP by broadly analyzing the dynamics in the formulation process and examining the principal actors’ contribution to the formulation process. This book also deals with several other dimensions of foreign aid and its changing features including the shifts in WB-IMF’s approach to development cooperation. This book argues that the WB-IMF strongly influence Bangladesh’s development strategies and agendas and in general the WB-IMF have not changed much in their aid relationship despite clear limitations of their previous reform models. Building on Bangladesh’s current level of development the book advocates that Bangladesh needs to adopt a new model for development agenda setting.
