Book excerpt: This title was first published in 2000: This work examines the hemispheric diplomacy after the Summits of the America in Miami (December 1994) and Santiago (April 1998), focusing on the strengthening of the South American position in the FTAA negotiations and the Brazilian proposal for a South American Free Trade Area (SAFTA). The book also looks at the implications of the preceding analysis for regional integration theory and international relations theory. The conclusion looks beyond "open regionalism" and considers three scenarios for US-South American relations after the Santiago Summit. First reassertion of US hegemony and signing of an FTAA agreement on schedule, second, erosion of US hegemony but continuing negotiations between North and South America for a "distant" FTAA, and finally, breakdown of the FTAA negotations and emergence of SAFTA as an alternative to the FTAA.

Available in PDF, EPUB and Kindle. Book excerpt: Latin American countries have for a long time been importers of public policies and institutions from the Global North. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Drawing on different examples from Latin American experiences in urban local policies and national social policies, experts present a new framework to study this phenomenon centered on the mobilization of ideas, interests and discourses for policy diffusion. Latin America and Policy Diffusion will be of great interest to researchers, educators, advanced students and practitioners working in the fields of political science, public policy, international relations and Latin American Studies.

Book excerpt: Excerpt from South America an Industrial and Commercial Field Situation of the world's commerce to-day - Influences of the last two decades - Aim of German trade - Possibilities of a commercial and industrial war - The results of victory - The industrial situation of Britain to-day - Some gratifying circumstances - The machinery of industrial prosperity - Needs of the future. There comes a time in commerce - which, after all, is part of the life of an overwhelming multitude of men - when the tide of fortune is at the flood. It is needless to paraphrase Shakespeare in order to impress the point. The difficulty with so many men is to distinguish between the flood and the ebb. It is clearly owing to the possession or the lack of this power of judgment that fortunes and reputations are made and lost. It will sound both pompous and unnecessary to explain that it is the lowest ebb which precedes the first swellings of the flood. Yet when this sort of metaphor is applied to a definite case and period, there is some excuse for it. It would decidedly seem that the condition of British trade with South America at the present moment justifies it. No faculty is more dangerous just now than that of the prophetic instinct. Available in PDF, EPUB and Kindle. Book excerpt: In the late nineteenth century, Latin American exports boomed. From Chihuahua to Patagonia, producers sent industrial fibers, tropical fruits, and staple goods across oceans to satisfy the ever-increasing demand from foreign markets. In southern Mexico's Soconusco district, the coffee trade would transform rural life. A regional history of the Soconusco as well as a study in commodity capitalism, From the Grounds Up places indigenous and mestizo villagers, migrant workers, and local politicians at the center of our understanding of the export boom. An isolated, impoverished backwater for most of the nineteenth century, by 1920, the Soconusco had transformed into a small but vibrant node in the web of global commerce. Alongside plantation owners and foreign investors, a dense but little-explored web of small-time producers, shopowners, and laborers played key roles in the rapid expansion of export production. Their deep engagement with rural development challenges the standard top-down narrative of market integration led by economic elites allied with a strong state. Here, Casey Marina Lurtz argues that the export boom owed its success to a diverse body of players whose choices had profound impacts on Latin America's export-driven economy during the first era of globalization.
