Book excerpt: When Somali gunmen killed 18 American Rangers in Mogadishu on October 3, 1993, public and congressional support for the American and UN missions in Somalia dropped dramatically. In fact, U.S. policymakers began to rethink commitments to peacemaking in Africa in general. Nevertheless, many African and U.S. specialists on African affairs--including the contributors to this volume--strongly urge the United States to continue active engagement with Africa and creatively support African initiatives to manage and resolve their own conflicts. This book brings together nine specialists from Africa and the United States--including former diplomats, academics, policymakers, and policy analysts--to assess ways to enhance the U.S. contribution to African efforts to prevent, manage, and resolve violent conflicts. The contributors conclude that U.S. initiatives can take a variety of forms and need not involve American troops. There is a new African willingness to assume responsibility, but African instutional and fanancial capabilities are severely limited. African initiatives therefore have little chance of success without significant and sustained international, and particularly American involvement.

Book excerpt: The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility. To better understand this relationship the dissertation draws on an interdisciplinary body of research that combines cognitive psychology, international relations theory and history. This research provides an explanation as to how and why seminal events (like South Africa's transition) produce "lessons" that officials later rely on when dealing with similar circumstances they find complex and challenging. The research on historical learning is combined with previously unutilized primary sources to produce case studies on South African peacemaking efforts in Lesotho, Angola and Zaire. These case studies provide a detailed look at the process of South African peacemaking, and illuminate the ways in which South Africa's own transition affected Mandela's approach to regional peacemaking. Though Mandela relied on an approach to peacemaking gleaned from South Africa's transition, he was not able to replicate his own country's success. The case studies explain the difficulties South Africa had in promoting peace throughout its region by closely examining the context of each conflict. This analysis sheds light on why Mandela's use of the lessons of South Africa's transition led to only limited success in resolving conflicts in southern Africa. In addition to addressing the relationship between South Africa's own transition and the Mandela Administration's conflict resolution efforts, the dissertations contributes to a better understanding of the human tendency to process new information through the prism of past experiences. Its findings caution policymakers to think critically and carefully on how to distil the relevant principles of peacemaking from past examples, while also acknowledging the particulars of each situation. This research also affords a new angle from which to view Nelson Mandela--one of Africa's most revered, but not necessarily well-researched statesmen. It reveals that Mandela was more than the ceremonial president he is sometimes portrayed as, and demonstrates his commitment to creating peace and stability on the African continent.
