Book excerpt: The authors use a 13-year panel of individuals in Tanzania to assess how adult mortality shocks affect both short and long-run consumption growth of surviving household members. Using unique data which tracks individuals from 1991 to 2004, they examine consumption growth, controlling for a set of initial community, household and individual characteristics. The effect is identified using the sample of households in 2004 which grew out of baseline households. The authors find robust evidence that an affected household will see consumption drop 7 percent within the first five years after the adult death. With high growth in the sample over this time period, this creates a 19 percentage point growth gap with the average household. There is some evidence of persistent effects of these shocks for up to 13 years, but these effects are imprecisely estimated and not significantly different from zero. The impact of female adult death is found to be particularly severe.

The present book is based on research in a village in Tanzania about the role of social capital in mitigating AIDS impacts, at the level of the household and within the local community. It contributes to the current knowledge base on social capital by questioning general assumptions on the role of social capital in rural livelihoods in a context of high HIV/AIDS prevalence. Using a combination of qualitative and quantitative methods, the research yielded empirical evidence about the limitations of social capital as a resource for the poor. Both the generation and sustenance of social capital at household level are severely challenged by declining access to other livelihood assets as a consequence of HIV/AIDS. Using qualitative, and quantitative data from South India, the author demonstrates that spending on weddings, and festivals can be explained by integrating an anthropological understanding of how identity is shaped in Indian society, with an economic analysis of decision-making under conditions of extreme poverty, and risk. The author argues that publicly observable celebrations have two functions: they provide a space for maintaining social reputations, and webs of obligation, and, they serve as arenas for status-making competitions. The first role is central to maintaining the networks essential for social relationships, and coping with poverty. The second is a correlate of mobility that may become more prevalent as incomes rise. Development policies that favor individual over collective action, reduce the incentives for the networking function, and increase the incentives for status-enhancing functions - thus reducing social cohesion, and increasing conspicuous consumption. Market-driven improvements in urban employment, for example, could reduce a family's dependence on its traditional networks, could reduce incentives to maintain these networks, and could reduce social cohesion within a village, and thus its capacity for collective action. In contrast, micro-finance programs, and social funds try to retain, and even build a community's capacity for collective action.
