The workings of the aid projects and aid procurement systems of donor countries granting bilateral aid are fully examined through case studies from the UK, Italy, the EU and the US. Tied aid refers to aid granted to developing countries on condition that goods and services for the aid-financed projects are purchased from the donor country only. The recipient country, in order to receive the grant or the loan, has no other choice but to fulfil the condition imposed by the donor. Economists have shown that tying aid undermines the effectiveness of aid. It leads to higher costs paid for the goods and services purchased and the distortion of the nature of the aid. Further, tying frustrates the potential of aid to foster trade between developing countries - in many of these countries public bodies and, in particular, aid-financed projects are major potential outlets for trade between neighbouring states. The importance of tied aid has been pointed out in economic literature but there is surprisingly little written on the legal aspects of tied aid practices and this book seeks to fill this major gap in the literature. The book is of interest to academics in the field of EU and WTO law, NGOs and practitioners working both in the field of public procurement and development policies.

È incredibile come i condizionamenti esterni possano cambiare una vita, distorcerla, reprimerla. L'anima reclamava il suo paradiso perduto, era dunque giunto il momento di tornare da quella bambina che nessuno comprendeva per iniziare ad ascoltarla, abbracciarla e aiutarla ad avere il coraggio di scrivere liberamente senza più paure ne giudizi. Ognuno di noi ha già dentro di sé la cura ai suoi disagi e, se concede spazio e visibilità al bambino interiore, di sicuro lui gli mostrerà la via. Questo libro mi ha obbligata a rimettere in discussione la mia vita, ad uscire dalla zona di confort che mi faceva sentire al sicuro, a mettermi a nudo spogliandomi del superfluo e ad abbracciare la me bambina per un nuovo inizio più in linea col mio sentire.

The search for these ideas is conducted in the domain of the laws of war, a body of rules which sought to regulate the practices of war and those permitted to fight in it. This work introduces three ideologies: the martial, Grotian, and republican. These traditions were rooted in incommensurable conceptions of the good life, and the overall argument is that these differences lay at the heart of the failure fully to resolve the distinction between lawful and unlawful combatants at successive diplomatic conferences of Brussels in 1874, the Hague in 1899 and 1907, and Geneva in 1949. Based on a wide range of sources and a plurality of intellectual disciplines, this book places these diplomatic failures in their broader social and political contexts. By bringing out idealogical continuities and drawing on the social history of army occupation in Europe and resistance to it, this book both challenges and illuminates our understanding of modern war.
