Every section of the State is aroused over our road situation as perhaps over no other question, and are demanding relief. From-the very beginning; the mat ter of providing roads has been left in the hands of neigh borhoods, townships, and counties, in turn, and each method has proved inadequate. Since the advent of the motor vehicle, it is realized more than ever that these smaller units cannot provide funds to construct and maintain the roads so that they will bear the traffic that now goes over them, for no longer is traffic confined to neighborhoods, townships or counties; but is inter-county, statewide and nation-wide. Thus it devolves upon the State to formulate a state policy in road building SO that present inter-county and state-wide traffic may not only be maintained but may be encouraged. The state has gradually been coming to this point of view and it now seems certain that decisive action will be taken. P. Caldwell, of Iredell, Col. T A Allison, of Iredell, was called to the Chair, and on motion, W. P. Caldwell and John C. Cannon, were appointed Secretaries. On motion of W. P. Caldwell, it was Resolved, That a Committee, consisting of one from each County, be appointed to inquire how much stock was represented and to verify proxies. The Chair being about to appoint the Committee, it was deferred by general consent at the request of T. R. Caldwell, Esq., of Burke, who stated that before the Convention proceeded to organize as a Convention of Stockholders, the County of Burke desired to submit a proposition, stating at the same time, that Burke County had not, as yet, subscribed to the Road. Whereupon, W. W. Avery, Esq., offered the following Preamble and Resolutions: Whereas, It has been suggested that the terminus of the first section of the Western North Carolina Rail Road may be located in the woods, at some inaccessible point, thereby subjecting the community to much inconvenience, and impairing the utility of the work; and whereas, it is the deliberate opinion of this meeting that it was the wish and intention of the General Assembly in granting the Charter, that the terminus of the respective sections of said Road should be at the most prominent and public points along the line: Therefore, Resolved, That the terminus of the first section of the Western North Carolina Rail Road should be fixed by the Board of Directors at the town of Morganton, in Burke County, and that the Directors who may be chosen at this meeting are hereby instructed to locate that terminus of said section at the point designated.
