The government, employers, students, and the broader community all share an interest in ensuring that Australia's VET system produces skills needed in the labor market. However, each group's views of what constitutes a valid outcome measure are unique. Australia has established the following seven key performance measures for assessing the VET system: skill outputs produced annually within the domain of formally recognized VET; stocks of VET skills against desired levels; employers' views on the relevance of skills acquired through VET; student employment outcomes and prospects before and after participation in VET; VET participation, outputs, and outcomes achieved by specific client groups; actual public expenditure per publicly funded output; and actual public expenditure per total recognized output. Outcome measures designed to assess delivery of VET in schools are less developed than are those intended for the postschool sector. The literature review revealed that the following topics require further research: labor market outcomes; equity in VET; youth unemployment and VET; funding the training market; matching supply with demand; and VET in schools. Book excerpt: An evaluation was conducted of a 3-year demonstration program the purpose of which was to demonstrate the efficacy of projects that included vocational education as a key component in encouraging at-risk youth to remain in or return to school. Six of the 10 project grantees, funded under the Cooperative Demonstration Program of the Carl D. Perkins Vocational Education Act, were evaluated, using process and outcome information from 12 localities. The study found that only one-third of the projects achieved significant reduction in the number of participants who dropped out of school. Projects were generally more successful, however, in improving participants' school performance and affiliation, with 10 of the 12 demonstrating increases in participants' grade point average, 7 showing reduction in number of courses failed, and 7 showing improvements in participants' perceptions of the safety of their school environment. Among the components that appeared to be critical for improving the persistence and educational success of at-risk youth are the following: (1) a smaller, more personal environment, such as that available in the school-within-a-school and alternative school environments; (2) a structured environment that includes clear and equitably enforced behavioral expectations; (3) vocational education that integrates academic education and leads to good entry-level jobs or continued training at the postsecondary level; (4) formal, ongoing coordination of the academic and vocational components of participants' high school programs; (5) a formal counseling component that incorporates attention to personal issues along with career counseling, employability and life skills instruction; and (6) personal, supportive attention from adults through mentoring or similar projects. Book excerpt: A study examined outcomes for graduates and module completers who studied in associate diploma, diploma, and advanced diploma courses, using data from the 1999 Student Outcomes Survey, together with focus groups in Sydney, Melbourne, and Adelaide. One aim was to determine whether module completers had different training needs than graduates; another was to examine whether some module completers undertake the course merely to complete certain modules. A literature review found little research specifically focused on outcomes for diploma level students. Analysis indicated module completers and graduates had similar characteristics, with similar field of study profiles and similar employment outcomes; module completers were twice as likely to report they did not achieve their main reason for undertaking the study; while both graduates and module completers were primarily motivated to study for vocational reasons, module completers were more likely to be study for reasons related to their current job; training-related reasons accounted for about one-third of the main reasons for module completers not continuing to study; and graduates were more likely to want either to get a job or to change their job. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them.
