Book excerpt: The report attempts to provide some of the economic information necessary for sound decisions in the development and use of Utah's water resources with respect to agriculture. The general conclusions from the study indicate that most parts of the state suffer from a water shortage in that more production could be obtained from the presently irrigated land through the use of more water and/or the transfer of water from lands with low productivity to higher quality land. There are, however, many cases of water waste. The model is not designed to adequately evaluate the economic feasibility of water importation projects but those regions with the greatest potential for development are identified. The models indicate that, given the present cost and price structure, agriculture alone probably could not economically justify most water importation schemes at this time.

It Is the subject of much controversy and litigation and yet most opinions on the subject are based on opinions and prejudice rather than upon the basis of sound scientific examination. This paper attempts to provide some of the economic information necessary for sound decisions in the development and use of Utah's water resources with respect to agriculture. Utah has been divided into ten drainage regions (hydrologic sub-regions) and the presently irrigated and potentially irrigable land according to land class was estimated for each county or portion of a county within each of the regions. Water use factors, crop rotation constraints, costs of production, yields, product prices, and costs of bringing new land into production were also estimated. These values were then used in the linear program demand model to estimate a normalized demand (marginal value product) curve for water to be used in agricultural production within each region. The available level of water was varied in each of the demand curves to estimate the relationship between the quantity of water and its economic value (a demand function).

The native western forages, never abundant or luxurious by eastern concepts, nevertheless were of generally high qualities. Limited by low and erratically distributed precipitation, the sparse native forages have in many areas given way to low quality plants. These plants of low quality do not have to withstand the adverse circumstances of both poor growing conditions and heavy grazing. In particularly severe cases an area has been almost completely denuded, exposing the soil to unchecked accelerated erosion.

Book excerpt: The methods outlined here are not as comprehensive nor (at least theoretically) as accurate as an input-output model, but they are a relatively low-cost way to assess the relative size of an economic sector. The approach does not consider higher-order impacts. Nonetheless, this estimate is reasonably accurate and results are similar to those obtained in more costly and complex approaches. The agricultural complex in Utah is clearly a substantial part of the state's economy and represents at least 10-12 percent of all business activity. Predictably, agriculture is even more important in the non-metropolitan and rural areas of the state. Indeed, in some areas of the state, more than 30 percent of economic activity is linked to agriculture. These results suggest that industries related to agriculture should be an integral part of any development plan for the state. The estimated size of the agricultural sector will vary depending on how it is defined. Figures 7 and 8 show the magnitude of agriculture under alternative definitions, and also illustrate how farms, ranches, and dairies are related to other agricultural industries. For example, production agriculture, suppliers of agricultural inputs, and the marketing of agricultural commodities provide total wages of $868.5 million and total employment of 46.1 thousand jobs (Figure 7). The size of agriculture under increasingly broader definitions can be assessed when portions of all other industries klinked to agriculture are included.
