Book excerpt: Excerpt from Report by the Commission Appointed to Investigate the Subject of the Annexation of Certain Neighboring Cities and Towns to the City of Boston Muddy River district, not including the area of the low district east of the Brookline station, is acres. The Charles River basin is too large for its outlet, at the present time, and this difficulty will increase instead of diminish if any further encroachments are permitted by increasing the width or number of the bridges between Boston and Cambridge and Charlestown, and the force and velocity of the currents in the tidal basin, already too small, will be still further reduced with a corresponding increase of deposits. This basin not only receives a large proportion of the sewage of Boston and Cambridge, but also the sewage of Brighton, Watertown, Newton and Waltham. The sewage of these towns is not very large, as they have no system of public water supply; but the introduction of water will be accompanied with systems of sewerage by which the amount will be greatly increased. The natural source of supply for these towns is the Charles River; and, as it is evident that a considerable amount of its water will first be contaminated by use, and then returned to the river as far below the towns as possible, the effect will be to increase the objectionable accumulations in the basin. There are several plans by which such a nuisance could be abated, - one is the construction of a marginal sewer to intercept the sewage and convey it to a point where it will be dissipated at once by the action of the tidal currents; another to remove the accumulations by dredging; either of these plans would be exceedingly expensive. The size of the basin might be reduced to such an extent as only to leave a channel through which the current would run with such velocity that there could be no deposits. As the several commissions on Boston Harbor have advanced the theory that preservation of this basin intact is necessary for the protection of the inner harbor from shoaling, and its capacity should be increased rather than diminished, this plan is not feasible. Under these circumstances, the manner in which the sewage of districts under consideration can be conveyed to some less objectionable place than the Charles River basin' becomes of the greatest importance. From the beginning of the reign of George the Third, the people of the English colonies in the new world found themselves at variance with their monarch, and nowhere more so than in Massachusetts. Since the New England people were fitted by their temperament and history to take the lead in the struggle, at their chief town naturally took place the more important incidents. These, which were often dramatic, had nevertheless a political cause and significance which link them in a rising series that ended in a violent outbreak and the eleven months' leaguer. As to the siege itself, it varies an old situation, for Boston was beset by its own neighbors in defence of the common rights. Previously the king's troops, though regarded as invaders, had been but half-hearted oppressors; it was the people themselves who persistently provoked difficulties. The siege proper is of striking military interest, for its hostilities begin by the repulse of an armed expedition into a community of farmers, continue with a pitched battle between regular troops and a militia, produce a general of commanding abilities, and end with a strategic move of great skill and daring. It is the first campaign of a great war, and precedes the birth of a nation. Politically, the cause of the struggle is of enduring consequence to mankind. Socially, the siege and its preliminaries bring to view people of all kinds, some weak, some base, some picturesque, some entirely admirable. The period shows the breaking up of an old society and the formation of a new. A study of the siege is therefore of value. It will be observed that the siege cannot satisfactorily be considered as a distinct series of military or semi-military events, abruptly beginning and still more abruptly ending. Such a view would reduce the siege to a mere matter of local history, having little connection with the larger movements of the American Revolution, and appearing almost as an accident which might have happened at any other centre of sufficient population.[1] On the contrary, neither the siege nor the Revolution were accidents of history. That the Revolution was bound to come about, and that its beginnings were equally bound to be at Boston, these were conditioned in the nature, first of the colonists in general, and second of the New Englanders in particular. However striking were certain of the occurrences, they were of less importance than their causes and consequences. We are delighted to publish this classic book as part of our extensive Classic Library collection. Book excerpt: Excerpt from Men and Events of Half a Century Should any reader of this book deem the author to have presumed too much on the public consideration, or to have mistaken the historical and literary tastes of a reading people, his apology is that he has been tempted by the over-indulgence of the public journals of Cleveland, and some of New York, Boston and Chicago, which have, during a series of years, published most of the papers herein, besides having put the writer off his guard of modesty by each asking in pleasing terms for more copy. He confesses, nevertheless, something akin to parental feeling for his scattered children of the brain, remembering the happiness or sadness attendant upon their birth; and therefore he has called the little wanderers home, wiped their sun-browned faces, combed their matted and dishevelled locks, and in some instances set on a patch of new cloth where they seemed somewhat thread-bare, or a little out at the knees or elbows, to make them a trifle more presentable among the few surviving neighbors who saw most of them when they first toddled, and their father was young and hopeful - cherishing, withal, a parental hope that a new and cultured generation may discover something in their forms and faces, and respectful manners, not wholly unattractive, though they be not among the prettiest and best dressed of literary children. Furthermore, an abiding attachment for the beautiful city and its generous people has prompted the author to an effort to awaken, in the minds of a few appreciative friends, pleasant recollections of local events, and to recall a few among the many names of those who have contributed to make up the record of the eventful history of our city and country, covering a period of half a century.
