Book excerpt: This document describes environmental research which will: aid in the development of an environmentally acceptable SRC-II process; and provide data for environmental assessment of the process. The SRC-II process is described, criteria for selection of samples to undergo environmental analyses are given, and approximate timelines are presented for obtaining pertinent samples. At this time, the SRC-II process is at the pilot-plant stage of development and a demonstration facility is scheduled to begin operation in 1984. Since design criteria may change, the environmental research described in this document is organized in four phases which correlate with and will provide information early in process development. Phase I research (screening) evaluates samples from existing SRC-II facilities (pilot, process demonstration unit (PDU), bench) which may bracket potential demonstration/commercial practice in terms of physical and chemical criteria. The samples are being subjected to a battery of short-term biomedical and ecological assays. Chemical fractionation and analysis are being performed to determine compounds and compound classes of potential concern. Phase II (baseline) research will evaluate SRC-II materials which are considered most representative of potential demonstration/commercial practice. These materials will be subjected to longer-term, more-extensive biological and ecological analyses relative to effects and environmental fate. Phase III research will examine effects of process modification, control technologies and changing operational conditions on potential environmental properties of SRC-II materials. Phase IV research (onsite monitoring) will develop methods and initiate environmental monitoring for effects at the SRC-II demonstration facility and potential commercial sites. This document also describes industrial hygiene programs which must occur throughout SRC-II process development.

Book excerpt: The most important observation is that the same major organic components are present in all the samples investigated: process ''naphtha'', process solvent, extracts of solvent-refined coal, mineral residue and effluent water. However, the distribution of the organic compounds changes with the type of sample. The compounds which have been identified are not necessarily those eventually escaping into the environment. This initial investigation consisted of looking at the process streams to determine potential pollutants and develop techniques for isolating the organic constituents. The next step is to sample actual effluents coming from the plant. These include the process water after treatment, the gaseous emissions and any particulates. P and M is aware of the potential carcinogenic nature of the various process streams and have taken steps to insure that plant personnel are protected and that sound industrial hygiene practices are followed. Many of the compounds which have been identified are toxic, especially the phenols and quinolines. The plant design criteria should result in very low concentrations of organic compounds, mainly phenols, in the liquid effluent and our analysis of effluent water from the biological digester will show the actual concentrations. We have identified only one reported carcinogenic compound (dibenzothiophene) thus far. However, we are developing techniques to analyze for other minor constituents of concern including benzo (a) pyrene, a known carcinogen. Book excerpt: Instrumental neutron activation analysis was used to study the distribution and fate of up to 36 elements in the Solvent Refined Coal Process Pilot Plant located at Fort Lewis, Washington. The elements Ti, V, Mg, Ca, Al, Cl, Mn, As, Br, Na, K, Sm, La, Ga, Cu, Sb, Se, Hg, Ni, Co, Cr, Fe, Rb, Cs, Sc, Tb, Eu, Ce, Sr, Ba, Th, U, Hf, Ta, Zr and Zn were measured in feed coal, insoluble residues, process solvent, process and effluent waters, by-product sulfur, SRC-I solid product, liquid-liquid separator oils and SRC-II liquid products. The material balance was calculated for each element from the concentration data and yields of each process fraction for both the SRC-I and SRC-II processes. Except for Ti, Cl and Br in the SRC-I mode and Hg in the SRC-II mode, each element was substantially lower in the SRC products than in the original feed coal. Residues from the process contained more than 80% of the trace element content found in the coal, except for Hg. More than 98.5% of the total contents of K and Fe in coal were retained in the insoluble residues. Elements such as Hg, Se, As and Sb can form volatile compounds (such as Hg/sup 0/, H/sub 2/Se, AsH/sub 3/ and SbH/sub 3/) stable under the process conditions. The high enhancement factors of Se (957), As (202) and Sb (27.4) in the aqueous phase of the separator water compared to that of the oil are evidence for the formation of volatile species which are more soluble in water than in the oil phase.

Atomic absorption spectrophotometric procedures were developed for Pb, Cd and Be in various plant-derived streams and materials including process and effluent waters. This study of the SRC-I process concluded that the bulk of the trace elements in the coal feed appear to concentrate in the mineral residue with two exceptions; bromine and titanium appear to concentrate in the SRC-I solid product. High mercury, selenium and arsenic levels in the process water were effectively reduced by the treatment process to essentially natural levels. The treatment and dilution process was effective for the removal of other trace elements from the process water. Study of the SRC-II process found that the vacuum bottoms was the major sink for all trace elements studied with the exception of mercury. Much lower trace element concentrations were found in the SRC-II liquid product relative to the vacuum bottoms or the feed coal, irrespective of coal type. Mercury, and to a lesser degree arsenic, selenium and antimony, exhibited volatile behavior in the SRC-II process but the degree of volatility was strongly dependent on conditions or coal type. Process waters contained higher concentrations of mercury, selenium, arsenic and antimony; however, the treated SRC-II effluent waters met all appropriate standards including drinking water criteria.

The sample points were chosen such that the major process streams were adequately described and that the major input and output materials were included. Atomic absorption spectrophotometry was used to measure the toxic elements Pb, Cd, Be in plant-derived solvents, effluent water and Hamer Marsh water. Specific methods were developed for analysis of a wide range of material compositions. The neutron activation analysis procedures were divided into short and long irradiation procedures for elements with short half lives (less than 3 hours) and intermediate to long half lives (8 hours to 5.2 years). Data are presented for a third equilibrium set of samples from the SRC-I process and compared to two similar sets analyzed previously. A material balance (or budget) was calculated for each element from the concentration data and the yields of each process fraction. Data are also presented on a study of carbon monoxide addition to the hydrogen stream and its effect on trace elements, and trace element data on a study of thirty-six plant effluent water samples taken during an SRC-I production run.
