In Brazil, the forest concession was established in 2006 and had as one of its assumptions the generation of local jobs. In order to assess whether this impact has been effective around the first Brazilian forest concessions established in a National Forest in 2010, the municipality of Itapuu00e3 do Oeste in Rondu00f4nia state was used as a case study. The impact of the public policy on jobs was verified through the Synthetic Control technique between the period 2002 - 2015. The impact on forestry jobs start in 2014, four years after the beginning of forest operations. This fact may be related to the emergence of new concession areas in Rondu00f4nia, contractual changes through federal resolution and compliance with local workers' qualification requirements by concessionaires. Itapuu00e3 do Oeste benefited from an increase in forestry jobs by concentrating timber processing from local and neighboring forest concessions. It can be concluded that local development in the Amazon region may be benefited from forestry if the planning of forest concessions combines jobs in forest and industry. This would need the support of broader and integrated national and state policies than those under the responsibilities of the environmental agencies that manage the concessions today.

Book excerpt: The Brazilian Forest Code (FC) requires all private rural properties to maintain a fixed proportion of their area in natural vegetation as a legal reserve whose proportions are differentiated by biome. Landowners have often ignored the law. Regaining full compliance would require costly restoration in areas converted. Recent changes to the FC provide that landowners may compensate their legal reserve shortages by purchasing surplus compliance obligations from other properties. This paper discusses critical policy issues regarding Environmental Reserve Quotas or Cotas de Reserva Ambiental (CRA). We examine the relative environmental effectiveness of the CRA, its efficiency in resource use and social justice, as well as potential implementation hurdles. Allowing for compensation with off-site conservation can enable both more efficient, and less fragmented agricultural production, as well as forest conservation, compared to the default on-farm conservation proposition. CRA as a means for compensation has great intuitive appeal, yet controversy exists regarding its implementation. We review international experience with similar economic instruments, as well as Brazilian studies simulating the potential results of the CRA. Interviews with leading actors regarding the instrument complement the literature review. We finish with a synthetic assessment of the implications of our results for policy implementation.

They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

Book excerpt: "Although private forest use in Brazil has been regulated at least since the Forest Code of 1965, cumulative deforestation in the Brazilian Amazon reached 653,000 km2 by 2003 (INPE 2004). Much of this deforestation is illegal. In 1999, the State Foundation of the Environment (FEMA) in Mato Grosso introduced an innovative licensing and enforcement system to increase compliance with land use regulations. If successful, the program would deter deforestation that contravenes those regulations, including deforestation of riverine and hillside forest (permanent preservation areas), and reduction of a property's forest cover below a specified limit (the legal forest reserve requirement). This study seeks to assess whether introduction of the program affected landholder behavior in the desired direction. Simple before/after comparisons are not suitable for this purpose, because there is considerable year to year variation in deforestation due to climatic and economic conditions. Nor is it valid to assess program impacts by comparing licensed and unlicensed landholders, even though the program focused its enforcement efforts on the former. This is because, first, landholders with no intention of deforesting may choose to become licensed; and second, unlicensed landholders may be deterred from deforestation by the mere existence of a serious program that aims for universal licensing. To meet these challenges, the study applies a difference-in-difference approach to geographically explicit data. It looks for, and confirms, post-program declines in deforestation in high-priority enforcement areas relative to other areas; in more easily observed areas relative to less easily observed areas; and in areas of low remaining forest cover (where further deforestation is probably illegal) relative to high remaining forest cover. Thus, even against a backdrop of higher aggregate deforestation (driven in part by higher agricultural prices), there is evidence that the program in its early stages (before 2002) did shift landholder behavior in a direction consistent with reduced illegal deforestation. (The legality of deforestation was not however directly observed). The study hypothesizes that this behavioral change resulted from an initial perception of increased likelihood of the detection and prosecution of illegal deforestation, following announcement of the program.
