However, they were united by principles asserting the social and political equality of all people, ideas that won the adherence of millions and struck fear in the hearts of their numerous opponents. William Smaldone shows how, over the course of 200 years, socialists successfully promoted the democratization of European society and a more equitable division of wealth. At the same time, he illustrates how conflicts over the means of achieving their aims divided them into rival “socialist” and “communist” currents, a rift that undercut the struggle against fascism and helped lay the groundwork for Europe’s division during the Cold War. Although many predicted the demise of socialism as a potent force after the end of the Cold War, the Soviet Union’s dissolution, and the rise of neo-liberal ideology, recent developments show that such a judgment was premature. The author argues that the growth of new socialist parties across Europe indicates that socialist ideas remain vibrant in the face of capitalism’s failure to solve chronic social and economic problems, especially following the deep global crisis that began in 2008. In examining the flurries of paperwork and directives that moved back and forth between high- and low-level officials, Ken MacLean underscores a paradox: in trying to gather accurate information about the realities of life in rural areas, and thus better govern from Hanoi, the Vietnamese central government employed strategies that actually made the state increasingly illegible to itself. MacLean exposes a falsified world existing largely on paper. As high-level officials attempted to execute centralized planning via decrees, procedures, questionnaires, and audits, low-level officials and peasants used their own strategies to solve local problems. To obtain hoped-for aid from the central government, locals overstated their needs and underreported the resources they actually possessed. Higher-ups attempted to re-establish centralized control and legibility by creating yet more bureaucratic procedures. Amidst the resulting mistrust and ambiguity, many low-level officials were able to engage in strategic action and tactical maneuvering that have shaped socialism in Vietnam in surprising ways.

The communist dictatorship, however, had sought to confront environmental issues since at least the 1960s. Through an analysis of official and oppositional sources, Saving Nature Under Socialism complicates attitudes toward the environment in East Germany by tracing both domestic and transnational engagement with nature and pollution. The communist dictatorship limited opportunities for protest, so officials and activists looked abroad to countries such as Poland and West Germany for inspiration and support. Julia Ault outlines the evolution of environmental policy and protest in East Germany and shows how East Germans responded to local degradation as well as to an international moment of environmental reckoning in the 1970s and 1980s. The example of East Germany thus challenges and broadens our understanding of the 'greening' of post-war Europe, and illuminates a larger, central European understanding of connection across the Iron Curtain.
