APPENDIX HISTORICAL SKETCH OF THE SOCIALIST MOVEMENT Early History Some writers on the subject include in the history of the socialist movement all ancient and mediaeval manifestations of communistic thought and institutions. But as a matter of fact the modern socialist movement has nothing in common with the utopias of Plato, Campanella and More, or with the prehistoric tribal institutions, early Christian practices or the various sectarian communities of the Middle Ages. The political socialist movement of our day is primarily a movement of the working class, and has for its object the reconstruction of the present-day system of industry on the basis of collective ownership of the tools of production. The movement thus presupposes the existence of a competitive individualist system of industry and of a wageearning class. In other words, modern socialism is unthinkable without its antithesis -- capitalism. Socialism is the child of the modern or "capitalist" system of production. And more than that, it is the product of that system at a certain advanced stage. The socialist movement is a protest against the present industrial system, hence it presupposes a state of development of that system to a point where it has become oppressive; it involves a criticism of the system, hence it implies a dissatisfaction with it; and finally, it offers a substitute for the present system, hence it is predicated on the assumption of a state of decline of the capitalist regime. Thus while the beginnings of the present industrial system may be traced back to the fifteenth or sixteenth century of our era, the modern socialist movement is barely more than a century old. But now, when my publishers are about to send it out into the world for the fifth time, I feel that the task of subjecting it to a thorough revision can no longer be delayed. There are several reasons why such revision should be undertaken at this time. The last six years have been years of uncommon interest and eventfulness for the socialist movement of this country, and no history of the movement can claim to be complete without at least a brief record of these events. The task of bringing the narrative down to date has made necessary the addition of an entirely new and somewhat extended chapter. An attempt has also been made in this edition to analyze the character of the American socialist movement and to forecast its probable future. When the "History of Socialism in the United States" was first written, socialism was only beginning to gain a foothold in this country, and the organized socialist movement was barely in its formative stage. The Socialist Party, which, to-day represents the bulk of all organized socialist activities in the United States, was only two years old. Its following was small, and its policy was somewhat unsettled. During the last six years, the party has almost doubled the number of its voters and trebled its enrolled membership. It has largely extended and perfected its organization, and has evolved more fixt and efficient methods of action. Since its organization in 1901, the Socialist Party has held three conventions and has passed through two national political campaigns. The Left needed new ideas and fresh approaches if it was ever to escape its isolation from the mainstream of political and cultural life. Rethinking Socialism brought such a perspective to socialist thought and practice in Britain. Gavin Kitching contended that the unpopularity of the Left was not due primarily to the pernicious influence of the press and media, as many socialists argued, but reflected fundamental changes in the British social structure and, above all, the simple incredibility and irrelevance of many socialist beliefs and policies. He also claims that socialism will continue to be unpopular so long as it is divorced from the values and concerns of the majority of British people. Kitching shows how basic and obvious facts about Britain, and other advanced capitalist countries, were ignored or wished away, and how crucial lessons of the Soviet and East European experience had not been learnt. He argues that radical politics in Britain both reflected and reinforced a ‘ghetto’ mentality bred by the Left’s political and intellectual isolation. The book is more than just a critique, however; it presented as well a more relevant and popular alternative strategy for the Left. This focused on extending and deepening political and economic democracy, and aimed to preserve the benefits which people had derived from capitalism and parliamentary democracy while extending them and thus transforming the system that conferred them.

Morris Hillquit, probably the best authority on orthodox socialism in America, is fully in agreement with this position, as shown by the following quotation from an article in the Metropolitan Magazine for July, 1912: "Stated in... concrete terms, the Socialist program requires the public or collective ownership and operation of the principal instruments and agencies for the production and distribution of wealth. The land, mines, railroads, steamboats, telegraph and telephone lines, mills, factories, and modem machinery. This is the main program, and the ultimate aim of the whole Socialist movement, the political creed of all Socialists. It is the unfailing test of Socialist adherence, and admits of no limitation, extension, or variation. Whoever accepts this program is a Socialist; whoever does not, is not." On the basis of this definition, no doubt many persons who did not suspect themselves to be socialists will discover that they are. They will see that socialism and common sense have a closer connection than some reports have led them to believe. The program of socialism rests both on a material and a moral foundation.
