Book excerpt: At a global level there is increasing recognition of the role that fisheries policies and social protection can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. Efforts are being made at the country level to bring together these two domains, but more needs to be done. For fisheries-dependent communities, the full range of benefits derived from greater coherence between fisheries policies and social protection is not yet widely understood; nor are the means through which improved coherence can be promoted. This Framework for analysis and action seeks to fill these knowledge gaps. By drawing from concrete country experiences, the Framework for analysis and action clarifies the benefits of strengthening coherence between fisheries policies and social protection, and identifies options for achieving improved coherence through policy and programming.

Book excerpt: This book presents a collection of double-blind peer reviewed papers under the scope of sustainable and resilient approaches for rebuilding displaced and host communities. Forced displacement is a major development challenge, not only a humanitarian concern. A surge in violent conflict, as well as increasing levels of disaster risk and environmental degradation driven by climate change, has forced people to leave or flee their homes – both internally displaced as well as refugees. The rate of forced displacement befalling in different countries all over the world today is phenomenal, with an increasingly higher rate of the population being affected on daily basis than ever. These displacement situations are becoming increasingly protracted, many lasting over 5 years. Therefore, there is a need to develop more sustainable and resilient approaches to rebuild these displaced communities ensuring the long-term satisfaction of communities and enhancing the social cohesion between the displaced and host communities. Accordingly, chapters are arranged around five main themes of rebuilding communities after displacement. Response management for displaced communities The Built environment in resettlement planning Governance of displacement Socio-Economic interventions for sustainable resettlement

Book excerpt: The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. The next two sub-sections discuss markets and how to make them work for the poor, and the important issue of pro-poor financing systems and subsidies.

It reviews in detail the positive and negative impacts of international fish trade on food security in low-income food-deficit countries. The main findings are that this trade has had a positive effect on food security, both through higher availability of fish for human consumption in developing countries and through higher income generated through trade. The report cautions, however, that sustainable resource management practices are a necessary condition for sustainable international trade. It also highlights the need for free and transparent trade and market policies to ensure that benefits from international trade are enjoyed by all segments of society.

The work is considered to be the physical and mental engagement by human beings for economic productivity. Fisheries Sector has become a source of income and employment to those who engage in unorganised employments for their life. India is the second largest producer of fish in the world by contributing 5.68 per cent of global fish production and second largest producer of fish by aquaculture after China. In the National Fish Productivity, State of Karnataka contributes almost 5.8 per cent securing 6th Position in marine productivity and 9th position in the inland fish productivity. Fisheries sector has enriched its share in the national development after effective usage of technology to increase yield per area of water thereby earning more foreign exchange. Fishing occupation is normally hazardous causing harm to the health of the fisher folks. It is essential to provide Social security protections to the fisher folks against contingencies including disability, sickness, employment injuries, occupational diseases and unemployment. The maximum welfare to the fisher folks can be assured only through the execution of Comprehensive Social Security Policy linking Social Assistance Programmes and Social Security Schemes. This study is descriptive and analytical in nature. The study results analyse the implications of social security measures among the fisher folks living in the Thota Bengre fishing village of Mangaluru Taluk in Dakshina Kannada District of Karnataka State in India. The study review upon the implications of various social security schemes offered to the fishermen in terms of its coverage and benefit. A good attempt is also made to identify the level of awareness among the fisher folks about social security schemes provided by the government at Centre and State levels respectively. This paper suggests measures for the legislators and fisheries department to improve the benefit schemes thereby securing the inclusive growth of the fishing community.

Book excerpt: Considering the importance of legal frameworks in laying down governance and accountability frameworks, clarifying the responsibilities of relevant public and private entities and defining the long term and budgetary commitment of states, the capacity of countries to adopt and enforce laws in pertinent areas is crucial to reducing rural poverty. Countries have signed up to international and regional instruments that are of relevance to rural poverty and have adopted policies and legislation in these areas. However, a number of normative, institutional and operational challenges exist in different countries. These include regulatory gaps in some areas such as social security for agricultural workers; the existence of laws that sustain discriminatory practices, for example, in relation to inheritance of property; and inconsistencies in norms and institutional mandates in the area of natural resource governance. Even with relatively good laws, their practical implementation may be wanting due to limitations of capacity to implement them. These problems would require a range of measures on the part of state and non‐state actors, including the adoption or revision of laws as well as awareness‐raising and legal empowerment. This legal paper explores the significance of legislative frameworks to poverty reduction efforts, with a particular focus on human rights. It highlights sectoral areas for legislative intervention and identifies normative, procedural and institutional challenges that states encounter while implementing poverty reduction programmes. It further refers to examples from state practice and provides recommendations on how relevant actors can make use of legislation to address rural poverty.

Available in PDF, EPUB and Kindle. Book excerpt: The Palk Bay region, which separates the coastal regions of Tamil Nadu from northern parts of Sri Lanka, has been in the headlines during recent years. The rich fishing waters, especially lucrative on the Sri Lanka side of the maritime boundary, became a bone of contention between Tamil Nadu fishermen and the Sri Lanka Navy during the years of the ethnic conflict. With the declaration of a ceasefire between the Sri Lanka Government and the the Tamil Tigers, a new dimension has been added to the problem. Sri Lankan fishermen have resumed fishing operations; however, they find poaching by Indian trawlers into Sri Lanka waters to be a major hindrance to their livelihood. The irony of fisheries in the Palk Strait is that while the trawling ground is limited, trawlers are unlimited. As more and more fishermen start fishing for less and less, storm clouds gather over the Palk Bay. What is the background to this controversy? What are the major issues? Can Indian interests, especially the interests of Tamil Nadu fishermen, be ensured, fostered and protected without depriving the livelihood of Sri Lankan fishermen? Can India and Sri Lanka work together and jointly enrich the marine resources in the southern part of South Asia? This book is an attempt to throw light on these and other relevant critical issues. It is hoped the conclusions would stimulate fresh thinking in New Delhi, Colombo, Chennai and Jaffna. REVIEWS

Book excerpt: The World Bank has engaged with the government of Sri Lanka in an advisory services and analytics (ASA) work entitled priorities for sustainably managing Sri Lanka's marine fisheries, coastal aquaculture and the ecosystems that support them. The development objective of this ASA is to support the government in prioritizing investment and policy actions to enhance the welfare and resilience of coastal fishing communities and fisheries' contribution to the national economy, including in light of the Coronavirus (COVID-19) pandemic and climate risks. This ASA forms part of the Bank's support to the government in its effort to respond to, recover from, and build back better after the Coronavirus (COVID-19) pandemic, given the important role that the fisheries sector plays in the livelihoods of the coastal communities and food security of the nation as a whole. The government took swift measures to provide immediate relief and restore domestic fisheries production and the associated value chain in the first phase of the pandemic. For the recovery and build-back-better phases, the government is prioritizing sustainability and resilience, as well as infrastructure enhancement, adoption of innovative technology, institutional strengthening, and skill development to enhance productivity and global competitiveness as a means to generate employment and local value added and contribute to the balance of payments.

Book excerpt: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.

Book excerpt: At the request of the government, a joint FAO/WFP Crop and Food Security Assessment Mission (CFSAM) visited Sri Lanka from 11 to 31 March 2023 to estimate the 2023 crop production, forecast the country’s cereal import requirements for the 2023 marketing year, and assess household food security conditions. The request was prompted by expectations of a below‑average agricultural output for the second consecutive year in 2023, owing to the effects of the severe macroeconomic crisis that limited imports of most agricultural inputs. To gather information on the conditions of the agriculture sector and household, and nutrition security, the mission held extensive meetings with staff of various government institutions, in particular the Ministry of Agriculture (MoA), the Ministry of Irrigation (MoI) and the “Mahaweli” Authority, the Ministry of Fisheries (MoF) and the National Aquaculture Development Authority (NAQDA), the Ministry of Finance, Economic Stabilization and National Policies (MoFESNP), the Ministry of Trade (MoT), the Department of National Planning (DNP), the Department of Census and Statistics (DCS), the Department of Meteorology, the Paddy Marketing Board (PMB), the National Fertilizer Office, the Agriculture and Agrarian Insurance Board (AAIB), the Central Bank of Sri Lanka (CBS) as well as traders, rice and wheat millers ,and agriculture input importers. In addition, the mission held consultations with staff of the World Bank (WB) and the Asian Development Bank (ADB).KEYWORDS:
