Book excerpt: Quantitative Studies in Social Relations: Social Program Implementation provides information pertinent to implementation problems in social policy areas. This book discusses the greatest difficulty in devising better social programs. Organized into five parts encompassing 12 chapters, this book begins with an overview of implementation problems in federally funded programs. This text then focuses on the social agency where the many bureaucratic problems in multilayered structure clearly illustrate crucial implementation issues. Other chapters consider the structure and incentive systems of public schools as they relate to the adoption of innovations and to their implementation in the schools. This book discusses as well the idea of planned variation from the perspective of a model sponsor. The final chapter deals with crucial impediment to improving complex operating programs, policy analysis, and experimentation in social policy areas. This book is a valuable resource for policy planners, administrators, and analysts. Researchers engaged in social policy studies will also find this book useful.

Available in PDF, EPUB and Kindle. Book excerpt: A time-tested, landmark approach to health promotion and communication projects and everything that goes into making them successful. For more than 40 years, the PRECEDE-PROCEED model, developed in the early 1970s by Lawrence W. Green and first published as a text in 1980 with Marshall W. Kreuter, Sigrid G. Deeds, and Kay B. Partridge, has been effectively applied worldwide to address a broad range of health issues: risk factors like tobacco and lack of exercise, social determinants of health such as lack of access to transportation and safe housing, and major disease challenges like heart disease and guinea worm disease. In Health Program Planning, Implementation, and Evaluation, Green and his team of senior editors and chapter authors combine their expertise to offer a high-level guide to public health programming. This guide aligns with foundational public health competencies required by increasingly rigorous certification and accreditation standards. Driven by the coronavirus pandemic and a looming climate crisis, the book addresses the rapid changes in modern-day conceptions of disease prevention and health promotion. Today's public health practitioners and researchers are often called upon to address a complex web of factors, including population inequities, that influence health status, from biology to social and structural determinants. Program and policy solutions to population health challenges require systematic planning, implementation, and evaluation. Providing students with knowledge, skills, and a range of tools, the book recognizes new approaches to communication and fresh methods for reaching a greater diversity of communities. The authors highlight the importance of starting the population health planning process with an inclusive assessment of the social needs and quality-of-life concerns of the community. They explain how to assess health problems systematically in epidemiological terms and address the behavioral and environmental determinants of the most important and changeable health problems. They also cover procedures for assessing and developing the capacity of communities and organizations to implement and evaluate programs. Drawing on more than 1,200 published applications of the PRECEDE-PROCEED model, Health Program Planning, Implementation, and Evaluation features numerous case studies and contributions from internationally recognized experts, including governmental, academic, and community public health leaders, giving readers a thorough and well-rounded view of the subject. Ultimately, it is an up-to-date powerhouse for community and global health promotion at all levels. Contributors: Faten Ben Abdelaziz, John P. Allegrante, Patricia Chalela, Cam Escoffery, Maria E. Available in PDF, EPUB and Kindle. Book excerpt: After the "big" decisions are made in legislatures and executive offices, what is done by those who implement and operate social service programs will determine their success or failure. Yet, over and over again, the managers of public organization disregard or handle poorly the critical problems involved in starting and developing new programs or in modifying existing ones. This book presents a new decision-making rationale-the implementation perspective-as the basic guide to social service program management. The cardinal principle is that the central focus of policy must be at the point of service delivery. Here is where management must redirect its attention. The demand is to concentrate on the hard, dirty, time-consuming work of building the local delivery capacity needed to provide better social services and to implement new program decisions over time. The Implementation Perspective is a message for our times. Even those who would continue the nation's effort to meet its social obligations are finding that simply calling for big new programs and more spending is no longer satisfying. Moreover, Proposition 13, the balanced budget movement, inflation, and compelling demands for new funds in such areas as energy, now squeeze social programs. New directions may have to come, not from new funds, but from rethinking and redirection and, more to the point, the better management of existing programs.

Available in PDF, EPUB and Kindle. Book excerpt: Built around a single case study, Creating New Agency Programs clearly illustrates how to effectively plan, implement, and evaluate a small scale social program. Each step in the planning process is introduced and described in a way that allows the reader to vicariously participate in the evolution of the program. Useful charts, time lines, and resource lists are included and can be easily referenced and utilized. This bookÆs emphasis on planning is important, not only because it is a much used and generally under-taught skill, but because successful planning is the process that can turn the dreams of a community into concrete reality. This book is geared toward designing programs to meet specific social needs and organizing the relevant and human resources to implement them. The programs are specific, detail, and activity orientedùbut are designed to support long-range goals, which may be handed down by a parent organization or the community in general. The authorÆs strategy of using a case study serves as a creative learning tool that leads readers through each practical step toward successfully creating their own small scale social program. Filling the void of literature on designing programs, Creating New Agency Programs is ideal for professionals and students in a variety fields--social work, human services, clinical/counseling psychology, drugs and alcohol, psychology, nursing, and management--who are faced with the task of planning, designing, and evaluating a program.

Available in PDF, EPUB and Kindle. Book excerpt: Is it time to give up on rehabilitating criminals? Record numbers of Americans are going to prison, and most of them will eventually return to society with a high chance of becoming repeat offenders. But a decision to abandon rehabilitation programs now would be premature warns Ann Chih Lin, who finds that little attention has been given to how these programs are actually implemented and why they tend to fail. In Reform in the Making, she not only supplies much-needed information on the process of program implementation but she also considers its social context, the daily realities faced by prison staff and inmates. By offering an in-depth look at common rehabilitation programs currently in operation--education, job training, and drug treatment--and examining how they are used or misused, Lin offers a practical approach to understanding their high failure rate and how the situation could be improved. Based on extensive observation and over 350 interviews with staff and prisoners in five medium-security male prisons, the book contrasts successfully implemented programs with subverted, abandoned, or neglected programs (those which staff reject or which do not teach prisoners anything useful). Lin explains that staff and prisoners have little patience with programs aimed at long-range goals when they must face the ongoing, immediate challenge of surviving prison life. Finding incentives to make both sides participate fully in rehabilitation is among the book's many contributions to improving prison policy.

Book excerpt: Universal school-based social and emotional learning (SEL) interventions seek to improve the social-emotional competencies (e.g. self-awareness, self-management, social awareness, relationship skills, responsible decision-making) of students through explicit instruction in the context of learning environments that are safe, caring, well-managed and participatory. In recent years, SEL has become a dominant orthodoxy in school systems around the world. In this important new book, leading researchers provide a comprehensive overview of the field, including conceptual models of SEL; the assessment of social and emotional competence in children and young people; key issues in the implementation of SEL interventions; the evidence base on the efficacy of SEL in improving students’ outcomes; and critical perspectives on the emergence of SEL. It will be essential reading for anyone interested in the role of schools in promoting children's wellbeing. This book was originally published as a special issue of the Cambridge Journal of Education.
