Book excerpt: This report is the first in a new series of the European Observatory of Homelessness (EOH) that explores pan-European issues in homelessness through the use of a questionnaire sent to a group of national experts. The report looks at the relationship between social housing and homelessness in 13 EU member states, examining how different strategic roles for social housing and varying allocation policies impact on the extent to which social housing is used to tackle homelessness. The report identifies the ways in which social housing can provide a housing solution for some groups of homeless people, while often playing little or no role in addressing the housing needs of other groups of homeless people. The research also looks at how the differing levels, forms and functions of social housing influence the relationship of the tenure towards homelessness. The report makes recommendations as to how social housing providers can take a more active role in helping to end homelessness.

Available in PDF, EPUB and Kindle. Book excerpt: The provision and management of social housing for those who are unable to access the housing market is essential to the maintenance of the fabric of society. The social housing industry is vast and still growing. There are very few countries in the world where some form of subsidised housing does not exist, and the total number of social homes is likely to grow worldwide, as are the challenges of the sector. Paul Reeves takes a people-centred approach to the subject, describing the themes that have run through provision of social housing from the first philanthropic industrialists in the 19th Century though to the increasingly complex mixture of ownerships and tenures in the present day. The management of housing forms a key part of the book, with an emphasis on the practical aspects of tenant participation and multi-agency working. The book is ideal for students of housing and social policy, and for housing professionals aiming to obtain qualifications and wanting a broad understanding of the social housing sector.

Book excerpt: The homelessness legislation has prompted a vast amount of litigation; its many discretionary terms are encrusted with a substantial growth of case law. This work examines the extent to which such case law affects the way in which the act is implemented by local authorities. Do government administrators take any notice of administrative law? Do courts control the behavior of local authorities? The author suggests the answer to both questions is "no", a situation which has serious implications for both the legality and legitimacy of the government process.

Book excerpt: First published in 1997, this volume presents the results of in-depth research into the application of the UK homelessness legislation in relation to community care, the Children Act 1989, violence to women, and racial harassment. This is supplemented with a consideration of policies and practices in 15 local authority homelessness departments. It is argued that government created the nation of a successful, or "appropriate" applicant, but this could not be translated into actual practice as the original legislation did not facilitate it. In fact, in the mid-1990s, government became more concerned with notions of inappropriateness, stereotyping those using the homelessness legislation and creating modern "folk devils". This was the background to the 1996 changes to the homelessness legislation which have created the notion of the "inappropriate" applicant. It is argued that the new legislation is more concerned with denial, deterrence and privatization. The new legislation has also detrimentally affected the application of the homelessness legislation in each of the areas discussed.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
