Book excerpt: Con la adopción de la Convención Internacional sobre los Derechos de las Personas con Discapacidad que considera que la aplicación efectiva y equitativa del derecho a la libertad en el contexto de la discapacidad exige, entre otras cosas, garantizar que la discapacidad no pueda considerarse en ningún caso una razón que justifique la privación de la libertad. Esta garantía supone la prohibición de la privación de la libertad por motivos de discapacidad y, por ende, el rechazo de las formas específicas de privación de la libertad basadas en la discapacidad y las deficiencias. El art. 14 incorpora, así, un nuevo estándar en la protección del derecho a la libertad que desafía la comprensión dominante de este derecho en el ámbito de la discapacidad y cuestiona directamente las legislaciones y prácticas preexistentes en la materia. En este contexto, el objetivo del presente trabajo consiste en determinar el alcance y las implicaciones de este nuevo estándar y, en particular, estudiar su impacto en la admisibilidad del internamiento forzoso en instituciones de salud mental o de asistencia social que, como antes se señaló, constituye una de las formas de limitación del derecho a la libertad de las personas con discapacidad más comunes y aceptadas.

This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
