Book excerpt: Previous research that estimated the costs and benefits of snow-fences for MnDOT in terms of a reduction in the costs of mitigating blowing-and-drifting snow problem areas (MN/RC 2012-03) demonstrated the ability of snow-fences to significantly lower those costs for MnDOT districts. To address lack of adoption, this project designed and tested an outreach program for MnDOT offices in one district and worked with MnDOT to prepare an outreach plan to promote greater adoption and cost savings in the remaining offices in the state. The overall goal is to reduce blowing, and drifting, snow problems and associated costs in the state through an effective outreach program to MnDOT district offices and through them, to landowners. The objectives of the project were to 1) carry out a pre-promotion KAP (knowledge, attitudes, and practices) survey; 2) implement a snow-fence promotion program; 3) carry out a post-promotion KAP study; 4); based on the KAP study, design an outreach plan to promote installation of snow-fences and the associated cost savings and 5) assess the market and non-market value of different permanent and non-permanent snow-fence designs.

Book excerpt: Snow fence is an effective hazard mitigation measure for the low visibility and low friction of the road surface under winter weather condition. Prevailing wind directions and snow precipitation data prepared by Dr. R. Tabler (the Tabler data) that are necessary for snow fence design have not been updated since the 1990s. This project provides new, seamless wind field and snow precipitation data under the adverse winter storm conditions during 1980-2014, using the Weather Research and Forecasting (WRF) model with North American Regional Reanalysis (NARR) data input. The simulated wind fields were successfully validated by using the observed data from airport sites and using the Tabler data. The WRF simulated precipitation data were assimilated to the observation-based PRISM data in order to obtain the accurate hourly snow precipitation data. Combining all the weather variables, the number of blowing snow events is found to be increasing despite the increasing air temperature because of the sufficiently cold winters of Wyoming. Finally, it was verified that the existing snow fence system is effective under the winter season prevailing wind since the simulation agrees with the Tabler data. However, it was also found that the simulated wind patterns during the blowing snow events can be quite different from the winter season average prevailing wind field. Moreover, the historical wind statistics indicated large deviations in wind direction along I-80.

Book excerpt: Blowing and drifting snow along rural highways within the state of Wyoming creates many issues for drivers. In an effort to combat the dangers associated with adverse winter weather conditions, such as poor roadway surface conditions, reduced visibility, and impaired driver performance, numerous snow fence sections have been installed along Wyoming freeways. Snow fences seem to offer a simple and effective solution that helps to mitigate such dangerous effects; however, their safety performance, similar to other roadway countermeasures, has been under-investigated. This thesis seeks to provide conclusive results with regards to the safety effectiveness of snow fence implementations based on crash severity with regards to snow fence type and terrain type. Multiple analyses utilizing both simple and full Safety Performance Functions (SPFs) were used in this thesis offering a comparative description of snow fence performance. Crash Modification Factors (CMFs) utilizing naïve before-after studies and before-after studies using Empirical Bayes (EB), characterized by Negative Binomial (NB) simple and full SPFs, were used to create the analyses throughout this thesis. Interstate-80 (I-80) through Wyoming was selected for this study due to its high density of 278 miles of snow fences as well as high roadway elevations, high travel speeds, relatively high traffic volumes to other Wyoming roadways, and notorious adverse winter weather conditions. Combined, these factors can create unique dangerous winter season environments for motorists. The results suggested that the overall implementation of snow fences would enhance the safety performance of the I-80 corridor through Wyoming by 28% to 64%. Based on snow fence types, significant reductions in crashes at locations with lath snow fences ranged from 40% to 70%, locations with Wyoming snow fences ranged from 25% to 64%, and locations with upright/vertical snow fences ranged from 20% to 68% was obtained from developed the CMFs during non-adverse winter weather conditions as well as during adverse winter weather conditions, respectively. Based on surrounding terrain during both non-adverse and adverse winter weather conditions, snow fences were found to have significant reductions in crashes on flat/level and rolling terrains by 26% to 68% and on mountainous terrains by 36% to 82%. In addition to significant crash reductions obtained, through a benefit-cost analysis, snow fences have been associated with reducing the cost of snow removal and road closures.
