Book excerpt: Correlating cyber security with specific communication standards is very complex and is not a one-to-one correlation. First, communication standards for the Smart Grid are designed to meet many different requirements at many different 'layers' in the communications 'stack' or 'profile.' Some standards address the lower layers of the stack, such as wireless media, fiber optic cables, and power line carrier. Others address the 'transport' layers for getting messages from one location to another. Still others cover the 'application' layers, the semantic structures of the information as it is transmitted between software applications. In addition, there are communication standards that are strictly abstract models of information - the relationships of pieces of information with each other. Since they are abstract, cyber security technologies cannot be linked to them until they are translated into 'bits and bytes' by mapping them to one of the semantic structures. Secondly, regardless of what communications standards are used, cyber security must address all layers - end-to-end - from the source of the data to the ultimate destination of the data. In addition, cyber security must address many aspects outside of the communications system that typically rely on procedures rather than technologies, such as authenticating the users and software applications, and screening personnel. Cyber security must also address how to: cope during an attack, recover from it afterwards, and create a trail of information to be used in post-attack analysis. Communications standards do not address the importance of specific data or how it might be used in systems; these standards only address how to exchange the data. Therefore, cyber security must be viewed as a stack or 'profile' of different security technologies and procedures, woven together to meet the security requirements of a particular implementation of a stack of communication standards designed to provide specific services.

Book excerpt: "As directed by the Energy Independence and Security Act (EISA) of 2007 (P.L. 110-140), the National Institute of Standards and Technology (NIST) is coordinating an effort to develop a common framework and interoperability standards for the smart grid. The purpose of this hearing is to examine the progress of this effort and discuss how standards affect the development of the smart grid and the deployment of smart grid technologies. Additionally, witnesses will discuss current and anticipated challenges associated with these standards and offer their views on the ability of the current process to meet these challenges and develop standards that will enable the growth of a reliable, efficient, and secure smart grid ... The term "smart grid" refers to modernization of the electric grid to incorporate digital computing, microprocessor-based measurement and control, and communication technology. These technologies will enable greater two-way communication between consumers and electricity providers so that consumers can adjust their electricity usage in response to real-time demand and price information. These technologies will also enable two-way energy transfer ... and will help accommodate widespread use of different types of electricity generation and storage options."--P. 3.

The term encapsulates the convergence of remote monitoring and control technologies with communications technologies, renewables generation, and analytics capabilities so that previously non-communicative infrastructures like electricity grids can provide time-sensitive status updates and deliver situational awareness. While initially and mostly focused on electricity, many of the same technologies, particularly in information and communications technologies or ICT apply to natural gas and water grids. This book addresses privacy in all three of these consumables, but electricity occupies a unique place by virtue of the fact that we can produce it as well as consume it. In addition, existing technologies make it easier to get many more measurements about electricity than gas or water. These two unique qualities about electricity have very interesting ramifications for privacy, and therefore, this book will refer to electricity and electricity use cases because that provides the best framework for discussion of this important topic"--

Book excerpt: The Smart Grid has the potential to revolutionize electricity delivery systems, and the security of its infrastructure is a vital concern not only for cyber-security practitioners, engineers, policy makers, and utility executives, but also for the media and consumers. Smart Grid Security: An End-to-End View of Security in the New Electrical Grid explores the important techniques, challenges, and forces that will shape how we achieve a secure twenty-first century electric grid. Includes a Foreword by Michael Assante, President and CEO, National Board of Information Security Examiners Following an overview of the components of the Smart Grid, the book delves into the evolution of security standards and regulations and examines ways in which the Smart Grid might be regulated. The authors discuss the technical details about how metering technology is being implemented and the likely threats and vulnerabilities that utilities will face. They address the home area network (HAN) and examine distribution and transmission—the foundation for the delivery of electricity, along with distributed generation, micro-grids, and operations. The book explores future concepts—such as energy storage and the use of plug-in electric vehicles (PEVs)—in addition to the concomitant risk for fraud and manipulation with stored energy. Consumer-related issues are discussed as they pertain to emerging ways of receiving and generating energy. The book examines dysfunctions ranging from inadvertent outages to cyber-attack and presents recommendations on how to respond to these incidents. It concludes with speculation of future cyber-security challenges and discusses new ways that the grid can be defended, such as better key management and protection. Written in a style rigorous enough for the practitioner yet accessible to a broad audience, this comprehensive volume covers a topic that is becoming more critical to industry and consumers everywhere.

Deployment of various Smart Grid elements, including smart sensors on distribution lines, smart meters in homes, and widely dispersed sources of renewable energy, is already underway and will be accelerated as a result of Department of Energy (DOE) Smart Grid Investment Grants and other incentives, such as loan guarantees for renewable energy generation projects. Without standards, there is the potential for technologies developed or implemented with sizable public and private investments to become obsolete prematurely or to be implemented without measures necessary to ensure security. The authors of this book focus on the guidelines for smart grid cybersecurity and its interoperability standards.

Book excerpt: Many Smart Grid books include "privacy" in their title, but only touch on privacy, with most of the discussion focusing on cybersecurity. Filling this knowledge gap, Data Privacy for the Smart Grid provides a clear description of the Smart Grid ecosystem, presents practical guidance about its privacy risks, and details the actions required to protect data generated by Smart Grid technologies. It addresses privacy in electric, natural gas, and water grids and supplies two different perspectives of the topic-one from a Smart Grid expert and another from a privacy and information security expert. The authors have extensive experience with utilities and leading the U.S. government's National Institute of Standards and Technologies (NIST) Cyber Security Working Group (CSWG)/Smart Grid Interoperability Group (SGIP) Privacy Subgroup. This comprehensive book is understandable for all those involved in the Smart Grid. The authors detail the facts about Smart Grid privacy so readers can separate truth from myth about Smart Grid privacy. While considering privacy in the Smart Grid, the book also examines the data created by Smart Grid technologies and machine-to-machine (M2M) applications and associated legal issues. The text details guidelines based on the Organization for Economic Cooperation and Development Privacy Guidelines and the U.S. Federal Trade Commission Fair Information Practices. It includes privacy training recommendations and references to additional Smart Grid privacy resources. After reading the book, readers will be prepared to develop informed opinions, establish fact-based decisions, make meaningful contributions to Smart Grid legislation and policies, and to build technologies to preserve and protect privacy.
