Book excerpt: Local and regional food aid procurement (LRP) - the purchase and distribution of food aid within and between developing countries - has recently become a common occurrence. In contrast to traditional methods of food aid provision, which are costly cross-border operations and are often slow to respond during emergencies, LRP aims to combat food insecurity in a more effective, economical and contained manner. There is a limited amount of research concerning smallholder involvement in small-scale LRP initiatives. This thesis presents a case study that explores LRP's impact on smallholder farmers participating in a World Food Programme (WFP) procurement project in southwestern Uganda. Although this project produces benefits in terms of livelihood development, there are serious challenges that require policy action. Key challenges include problems with WFP procurement contract development, payment procedures and pricing mechanisms; difficulty ensuring the household food security of project participants; and uncertainty about project sustainability.

Book excerpt: We compare the impacts across a range of criteria of local and regional procurement (LRP) relative to transoceanic shipment of food aid in Burkina Faso and Guatemala. We find that neither instrument dominates the other across all criteria in either country, although LRP commonly performs at least as well as transoceanic shipment with respect to timeliness, cost, market price impacts, satisfying recipients' preferences, food quality and safety, and in benefiting smallholder suppliers. LRP is plainly a valuable food assistance tool, but its advantages and disadvantages must be carefully weighed, compared, and prioritized depending on the context and program objectives.

Using federally appropriated funds to procure commodities for international food aid in countries with emergency needs or in nearby countries is a controversial issue. In budget submissions for 2006-2009, the Bush Administration proposed allocating up to 25% of the funds available for U.S. food aid to local or regional procurement (LRP) of food aid commodities. However, each time Congress rejected the proposal. The Administration argued that LRP would increase the timeliness and effectiveness of the U.S. response to overseas food emergencies by eliminating the need to transport commodities by ocean carriers. Congressional and other critics of the local procurement proposal maintain that allowing non-U.S. commodities to be purchased would undermine the coalition of commodity groups, agribusinesses, private voluntary organisations, and shippers that participate in and support the U.S. food aid program and would reduce the volume of U.S. commodities provided as aid.
