Book excerpt: This report investigates the dynamics of one of the most common agricultural water management practices of sub-Saharan Africa, i.e., small reservoirs. Small reservoirs dam permanent or temporary river flows and support multiple livelihood activities (livestock watering, crop cultivation, fisheries, small handicrafts, etc.) while providing water-related ecosystem services (soil and water conservation, flood and drought mitigation, etc.). Gathering evidence from four sub-Saharan countries, Burkina Faso, Ghana, Ethiopia and Zambia, this report calls for revisiting our understanding and assessment of the costs, performance and institutions for the management of small reservoirs. A more holistic analytical approach is the first step towards an integrative governance framework. This, in turn, holds the promise of sustainable management of small reservoirs.

Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

Book excerpt: The Intergovernmental Panel on Climate Change (IPCC) is the leading international body for assessing the science related to climate change. It provides policymakers with regular assessments of the scientific basis of human-induced climate change, its impacts and future risks, and options for adaptation and mitigation. This IPCC Special Report on the Ocean and Cryosphere in a Changing Climate is the most comprehensive and up-to-date assessment of the observed and projected changes to the ocean and cryosphere and their associated impacts and risks, with a focus on resilience, risk management response options, and adaptation measures, considering both their potential and limitations. It brings together knowledge on physical and biogeochemical changes, the interplay with ecosystem changes, and the implications for human communities. It serves policymakers, decision makers, stakeholders, and all interested parties with unbiased, up-to-date, policy-relevant information. Available in PDF, EPUB and Kindle. Book excerpt: By the year 2000, the world had built more than 45,000 large dams to irrigate crops, generate power, control floods in wet times and store water in dry times. Yet, in the last century, large dams also disrupted the ecology of half the world's rivers, displaced tens of millions of people from their homes and left nations burdened with debt. Their impacts have inevitably generated growing controversy and conflicts. Resolving their role in meeting water and energy needs is vital for the future and illustrates the complex development challenges that face our societies. The Report of the World Commission on Dams: - is the product of an unprecedented global public policy effort to bring governments, the private sector and civil society together in one process - provides the first comprehensive global and independent review of the performance and impacts of dams - presents a new framework for water and energy resources development - develops an agenda of seven strategic priorities with corresponding criteria and guidelines for future decision-making. Challenging our assumptions, the Commission sets before us the hard, rigorous and clear-eyed evidence of exactly why nations decide to build dams and how dams can affect human, plant and animal life, for better or for worse. Dams and Development: A New Framework for Decision-Making is vital reading on the future of dams as well as the changing development context where new voices, choices and options leave little room for a business-as-usual scenario.

Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.

Book excerpt: Research on reservoir sedimentation in recent years has been aimed mainly at water resources projects in developing countries. These countries, especially in Africa, often have to cope with long droughts, flash floods and severe erosion problems. Large reservoir capacities are required to capture water provided by flash floods so as to ensure the supply of water in periods of drought. The problem arising however is that these floods, due to their tremendous stream power, carry enormous volumes of sediment which, due to the size of reservoirs, are virtually deposited in toto in the reservoir basin, leading to fast deterioration of a costly investment. Accurate forecasting of reservoir behaviour is therefore of the utmost importance. This book fills a gap in current literature by providing in one volume comprehensive coverage of techniques required to practically investigate the effects sediment deposition in reservoirs has on the viability of water resources projects. Current techniques for practically estimating sediment yield from catchments, estimating the volume of sediment expected to deposit in reservoirs, predicting sediment distribution and calculating scour downstream of reservoirs are evaluated and presented. The liberal use of diagrams and graphs to explain the various techniques enhances understanding and makes practical application simple. A major feature of the book is the application of stream power theory to explain the process of reservoir sedimentation and to develop four new methods for predicting sediment distribution in reservoirs. The book is primarily directed at practising engineers involved in the planning and design of water resources projects and at post-graduate students interested in this field of study.
