Book excerpt: Excerpt from The Private Forest Landowners of Michigan In summary, we found that three-quarters of the assisted owners live within 25 miles of their forest, and they control 63 percent of the acreage held by assisted owners. General forest management and sales and valuation assistance account for over half of the kind of help requested. About 15 percent of the assisted owners are nonresidents, and they control nearly 30 percent of the acreage held by assisted owners. When the proportions for number of assisted own ers and acres owned are analyzed by kind of assis tance and owner characteristics the results are sim ilar to those reported by Webster and Stoltenberg The variables age, occupation, education, and income are highly correlated in various ways. For example, professionals and executives are also likely to be college graduates and to have higher average incomes. The tables show the proportions of owners by kind of assistance requested as dis tributed over the entire population of assisted owners and (in parentheses) the distribution within a specific class or column (tables 44 to Retired people (hence, also the older age class group) have ahigh proportion of forestry activity relative to their proportion in the overall population. Because no time limit was placed on the reporting of assistance, some could have been carried out prior to retire ment. Planting and sales and valuation assistance were important activities for these owners. General management assistance stands out for professional people, executives, and white collar workers, as well as the and over income gr0up. There is an interesting contrast between. The pro portions of professional owners and executive own ers assisted (table Relative to their proportions in the overall population, professionals are much more active than executives (17 percent to 7 per cent). Possibly executives are more aware of alterna tive investment opportunities that promise higher returns on investment and thus choose not to prac tice more intensive forest management; or perhaps they simply are less well informed about the availability of forestry assistance. On an acres owned basis, there is not much difference between the two classes. Thus, executives with larger proper ties are more responsive. One reason for this is that wood-using markets are active in the hill region. Owners can sell small and low-quality timber as well as high-quality sawlogs. Pasturing of wood lands is not important to these owners. And because of the low value of the land, the owners do not feel so much pressure to obtain an immediate return. Hence, there is a good opportunity to carry out a successful forestry program in this area where few alternative land-use opportunities exist. Moreover, forest acreage in the hill area is likely to increase because farmland is being abandoned and allowed to revert to trees. Many owners in the hill area who indicate that they are holding the land to grow timber, are just letting the stands grow without benefit of any silvicultural treatment. It is generally conceded that better management of these stands could at least double growth and increase quality. Ownership of the forest land by individuals, corporations, or cooperative organizations who will practice forestry should be encouraged. To do this, forestry programs need to be strengthened 'in the hill area. Too many owners are unaware ofthe programs and services available to them. Much of this land is held by owners who are willing to sell if they could retain mineral rights and home sites. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Yet there is little in the way of planning and preparation for this explosive growth in urban population. Making Room for a Planet of Cities is a comprehensive and original analysis of the quantitative dimensions of past, present, and future global urban land cover, culminating in a proposed new paradigm for preparing for explosive growth in cities the world over. Carefully selected metrics measured in four new data sets with ArcGIS software provide a comprehensive and consistent global and historical perspective on urban expansion. These data sets are:1. The built-up areas of a global sample of 120 cities with 100,000 people or more, 1990 and 2000, based on satellite images;2. Historic population density data in digital images for 20 U. S. cities, 1910–2000, based on census tracts;3. Built-up areas of a representative global sample of 30 cities, 1800–2000, from the set of 120 cities based on historic maps; and4. Urban land cover areas of the universe of 3,646 cities that had populations of 100,000 or more in 2000, based on satellite images.The key findings show that on average, densities in developing countries are double those in Europe and Japan, and densities in Europe and Japan are double those of the United States, Canada, and Australia; and that on average, the annual growth rate of urban land cover was twice that of the urban population between 1990 and 2000. Most of the cities studied expanded their built-up area more than 16-fold in the twentieth century. At present rates of density decline, the world's urban population is expected to double in 43 years, while urban land cover will double in only 19 years. The urban population of the developing countries is expected to double between 2000 and 2030 while the built-up area of their cities can be expected to triple.The research suggests that preparation for the sustainable growth of cities in rapidly urbanizing countries should be grounded in four key components: the realistic projections of urban land needs; generous metropolitan limits; selective protection of open space; and an arterial grid of roads spaced one kilometer apart that can support transit.Making Room for a Planet of Cities provides both the conceptual framework and, for the first time, the basic empirical data and quantitative dimensions of past, present, and future urban expansion in cities around the world that are necessary for making minimal preparations for the massive urban growth expected in the coming decades.
