The author has gathered ideas and material from a diverse literature and experience base to provide practical suggestions for those who operate self-employment programs, fund self-employment programs, consider policy concerning self-employment, and look for alternative strategies to alleviate poverty, create jobs, and improve economic development. Among the questions Balkin explores are the reasons self-employment is a significant and successful alternative in some ethnic groups but has not been in others, why it is successful in those groups, and whether and how it could become a viable option. Balkin examines the various studies of groups in the U.S. such as the Amish, the Gypsies, and the Koreans, who have tended toward self-employment, using it as a successful mode of economic activity. He explores the cultural backgrounds, forces, and networks that contributed to their success in order to identify the factors most likely to predict the effectiveness of future self-employment efforts and programs. He also analyzes low-income groups where self-employment is relatively rare, suggesting policies and approaches which might be taken to encourage successful self-employment among these groups. Balkin looks at programs in the United States, Europe, and the Third World, which have assisted the self-employed and recommends ways in which policies might be implemented to help U.S. low-income workers undertake successful self-employment. Finally, estimates of the job creation potential for self-employment programs are provided along with a discussion about the importance of evaluation.

In some locations, these needs were identified and examined through formal studies on the community's workforce conditions and future economic challenges. For example, in Charlotte, North Carolina, business leaders working with other community organizations sought to identify strategies to continue the business growth of the area while exploring potential weaknesses in the local economy. In these communities, local public and private organizations joined together to address existing and emerging workforce development Issues. Consortia varied somewhat in membership and activities according to their area's needs and resources but were characterized by a strong business focus. Consortia were typically lead by one or two key organizations, such as the chamber of commerce and community college. Other consortia members often included local school districts, workforce investment boards, business and trade associations, and unions. In three of the four locations we visited, officials from consortia organizations had established intermediary entities to help link all consortium organizations and to act as a broker or provider of services.

Book excerpt: Small businesses play a significant role in economic development and growth in the United States and their vital importance in the American economy has prompted federal and state governments and private organizations to implement various programs to facilitate small business creation and expansion. Together, the small business assistance programs may exert significant impact on the entrepreneurial activities and profiles of small business owners in the United States. Yet our understanding is limited about the effects of these small business assistance programs, the features that make programs effective, and who benefits from the programs. This study documents the most important public and private programs designed to promote self-employment and small business creation, critically examines the existing research on the effect of those programs, and identifies new directions for future research on this topic. The authors find that business and self-employment assistance programs are heterogeneous in the sense that a multiplicity of programs serve a diverse clientele, are designed to meet varied needs, and are dispersed across geographic locations. Our understanding of the effects of business assistance programs is far from complete and the methodological challenges in identifying the effect of business assistance programs on business outcomes are, in part, a result of data limitations and the lack of experimental design in program evaluations. Thus few studies are able to identify a causal relationship between small business assistance programs and business creation and subsequent economic performance of assisted small firms. Moreover, the body of research has yet to identify the essential characteristics of effective small business assistance programs such as the optimal services to provide, what works best for whom or in what geographic locale, and how program effects relate to program costs. They identify several potential strategies that may be used with existing data to advance our understanding of program impacts. Combined with greater use of experimental methods, the evidence base can be extended to support sound policy decisions regarding the future of such programs.
