Book excerpt: As A Crucial Component Of The Global Smallpox Eradication Programme, Which Has Been Widely Hailed As One Of The Greatest Public Health Successes In The Twentieth Century, The Indian Experience Has Some Important Stories To Tell. Expunging Variola Reveals These As It Chronicles The Last Three Decades Of The Anti-Smallpox Campaigns In India. This Wide-Ranging Study, Based On Extensive Archival Research In India, Britain, Switzerland And The United States Of America, Assesses The Many Complexities In The Formulation And Implementation Of The Smallpox Eradication Programme In The Subcontinent. Rather Than Merely Cataloguing The Developments Of This Extremely Complex Exercise Within The World Health Organisation Headquarters In Geneva And The Indian Central Government In New Delhi, This Book Adopts A Much Broader Perspective: It Makes A Conscious Effort To Provide A Detailed View By Including The Accounts Of Who, Governmental And Nongovernmental Personnel On The Ground. In This Manner, Nuanced Descriptions Of Important And Often Controversial Situations Are Provided. Thus, Apart From Acknowledging The Influence Of National-, State- And District-Level Political, Economic And Social Structures In Continually Reshaping The Contours Of The Smallpox Campaigns, This Work Also Emphasises The Crucial Role Played By Field Workers In Implementing And Often Reinterpreting Health Strategies Proposed By Geneva And New Delhi.Original Not Only In Perspective But In Material, Based As It Is On A Wide Range Of Sources Which Have Never Been Exploited By Academics Before, Expunging Variola Breaks New Ground In The Historiography Of Smallpox Eradication In The Subcontinent. The Book Serves As A Companion Volume To Fractured States Which Covers The Period 1800-1947.

Available in PDF, EPUB and Kindle. Book excerpt: Often dismissed as the rumblings of "the street," popular politics is where political modernity is being formed today, according to Partha Chatterjee. The rise of mass politics all over the world in the twentieth century led to the development of new techniques of governing population groups. On the one hand, the idea of popular sovereignty has gained wide acceptance. On the other hand, the proliferation of security and welfare technologies has created modern governmental bodies that administer populations, but do not provide citizens with an arena for democratic deliberation. Under these conditions, democracy is no longer government of, by, and for the people. Rather, it has become a world of power whose startling dimensions and unwritten rules of engagement Chatterjee provocatively lays bare. This book argues that the rise of ethnic or identity politics—particularly in the postcolonial world—is a consequence of new techniques of governmental administration. Using contemporary examples from India, the book examines the different forms taken by the politics of the governed. Many of these operate outside of the traditionally defined arena of civil society and the formal legal institutions of the state. This book considers the global conditions within which such local forms of popular politics have appeared and shows us how both community and global society have been transformed. Chatterjee's analysis explores the strategic as well as the ethical dimensions of the new democratic politics of rights, claims, and entitlements of population groups and permits a new understanding of the dynamics of world politics both before and after the events of September 11, 2001. The Politics of the Governed consists of three essays, originally given as the Leonard Hastings Schoff Lectures at Columbia University in November 2001, and four additional essays that complement and extend the analyses presented there. By combining these essays between the covers of a single volume, Chatterjee has given us a major and urgent work that provides a full perspective on the possibilities and limits of democracy in the postcolonial world.

Book excerpt: A searing indictment of the suspension of democracy In June 1975, a state of Emergency was declared, where civil liberties were suspended and the press muzzled. In the dark days that followed, Coomi Kapoor, then a young journalist, personally experienced the full fury of the establishment. Meanwhile, Indira Gandhi, her son Sanjay and his coterie unleashed a reign of terror that saw forced sterilizations, brutal evictions in the thousands, and wanton imprisonment of many, including Opposition leaders. This gripping eyewitness account vividly recreates the drama, the horror, as well as the heroism of a few during those nineteen months when democracy was derailed.

Book excerpt: ‘When Jayaprakash Narayan, the leader of the JP movement in north India, pressed for the resignation of Prime Minister Indira Gandhi, it prompted her to impose internal Emergency. In this fascinating account, Bipan Chandra traces the events that led up to this moment and makes some startling revelations. He finds that there was a real danger of the JP movement turning fascist, given the fuzzy ideology of Total Revolution, its confused leadership and dependence on the RSS for its organization. At the same time, despite the authoritarianism inherent in the Emergency, particularly with the rising power of Sanjay Gandhi and his Youth Congress brigade, Indira Gandhi did end it and call for elections. Finely argued, incisive and original, this book offers significant insight into those turbulent years and joins the ever-relevant debate on the acceptable limits of popular protest in a democracy.

Book excerpt: “The pieces collected together in this book were written by Sri Aurobindo between 1910 and 1940. None of them were published during his lifetime; none received the final revision he gave to his major works. Most of the pieces were first printed in various journals published by the Ashram, and subsequently in the different editions of The Hour of God, beginning with the first edition (1959).” In reading these essays, one gets the very distinct feeling that the author really does know whereof he speaks. Here, we are able to sit in his lap and listen as he fabricates one description after another of the ineffable and explains how we too can share in the realization awaiting us at the end of what seems, in the clarity of his vision, to be not such an arduous path. It is not that he ever says that the way is easy, quite the contrary; but the certainty with which he speaks seems to put it into reach.
