Available in PDF, EPUB and Kindle. Book excerpt: Uncertainty about Soviet intentions and capabilities after the launch of Sputnik required changes in U.S. strategic nuclear policy; Peter J. Roman draws from recently declassified archives to examine of one of the most unstable periods in the Cold War. Roman argues that presidential leadership from 1957 to 1960 was crucial to national security. Dwight D. Eisenhower was, he argues, actively involved in all nuclear policy making. His responses to the extreme uncertainty of the late 1950s shaped American nuclear policy for decades, and in its internal deliberations his administration anticipated much of the subsequent public debate. Eisenhower and the Missile Gap investigates a variety of issues, actors, and institutions to explain how a government deals with high levels of technological uncertainty. Several significant themes emerge: the evolution of American perceptions of vulnerability; problems in intelligence collection and analysis; the integration of new weapons systems into strategy; the influence of the armed forces; the impact of organizational interests on policy and force decisions; Eisenhower's internal and external leadership style; and presidential management of defense and foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: People still think of the Cold War as a simple two-sided conflict, a kind of gigantic arm wrestle on a global scale," writes Marc Trachtenberg, "but this view fails to grasp the essence of what was really going on." America and Russia were both willing to live with the status quo in Europe. What then could have generated the kind of conflict that might have led to a nuclear holocaust? This is the great puzzle of the Cold War, and in this book, the product of nearly twenty years of work, Trachtenberg tries to solve it. The answer, he says, has to do with the German question, especially with the German nuclear question. These issues lay at the heart of the Cold War, and a relatively stable peace took shape only when they were resolved. The book develops this argument by telling a story--a complex story involving many issues of detail, but focusing always on the central question of how a stable international system came into being during the Cold War period. A Constructed Peace will be of interest not just to students of the Cold War, but to people concerned with the problem of war and peace, and in particular with the question of how a stable international order can be constructed, even in our own day.

Book excerpt: A comprehensive encyclopedia covering the close ties between Britain and the whole of the Americas, examining Britain's cultural and political legacy to the nations of the New World. From Vikings to redcoats, from the Beatles to the war in Iraq, Britain and the Americas examines Britain's cultural and political legacy to the nations of the Americas. This comprehensive survey also traces how the Americas have in turn influenced contemporary Britain from the Americanization of language and politics to the impact of music and migration from the West Indies. Complete with an extensive introduction and a chronology of key events, this three-volume encyclopedia contains introductory essays focusing on the four prime areas of British Atlantic engagement—Canada, the Caribbean, the United States, and Latin America. Students of a wide range of disciplines, as well as the lay reader, will appreciate this exhaustive survey, which traces the common themes of British policy and influence throughout the Americas and highlights how Britain has in turn benefited from the influence of American democracy, technology, culture and politics.

Available in PDF, EPUB and Kindle. Book excerpt: ?Though Britain’s descent from global imperial power began in World War II and continued over the subsequent decades with decolonization, military withdrawal, and integration into the European Union, its foreign policy has remained that of a Great Power. David M. McCourt maintains that the lack of a fundamental reorientation of Britain’s foreign policy cannot be explained only by material or economic factors, or even by an essential British international “identity.” Rather, he argues, the persistence of Britain’s place in world affairs can best be explained by the prominent international role that Britain assumed and into which it was thrust by other nations, notably France and the United States, over these years. Using a role-based theory of state action in international politics based on symbolic interactionism and the work of George Herbert Mead, Britain and World Power since 1945 puts forward a novel interpretation of Britain’s engagement in four key international episodes: the Suez Crisis of 1956, the Skybolt Crisis of 1962, Britain’s second application to the European Economic Council in 1966–67, and Britain’s reinvasion of the Falklands in 1982. McCourt concludes with a discussion of international affairs since the end of the Cold War and the implications for the future of British foreign policy.

Book excerpt: Kennedy, Johnson and the Defence of NATO is an incisive reassessment of Anglo-American defence relations, which form a crucial part of international security. Andrew Priest closely examines this key relationship by focusing on the so-called Nassau agreement of December 1962. He clearly places Nassau in its context and shows how multi-level collaboration continued between the US and UK in NATO despite growing tensions over American involvement in Southeast Asia and Britain’s global role. Firstly, he shows how agreements made between Presidents and Prime Ministers shape alliances in by encouraging interaction between politicians, government officials and military personnel at various levels of formality. Secondly, by focusing on the NATO area, he assesses US-UK attitudes to European and North Atlantic defence. Traditionally, studies of US-UK relations at this time have tended to concentrate on developing difficulties between Presidents and Prime Ministers (particularly Harold Wilson and Lyndon B. Johnson), over global issues. This study demonstrates the ‘dynamics of alliance’ through a nuanced approach at high-political, official and ‘working’ levels, across different administrations in the US and UK. Although more recently some authors have successfully integrated such a ‘multi-layered’ approach particularly to studies of nuclear affairs, they have tended to treat the 1962 Nassau agreement as something of a dénouement. This book will be essential reading for students of US foreign policy, British foreign policy, Anglo-American relations, European-American relations and the history of NATO.

Available in PDF, EPUB and Kindle. Book excerpt: "The Anglo-American crisis arose from a massive misunderstanding between the two governments. The British Prime Minister, Harold Macmillan, had been operating on the assumption that Washington would proceed with, and sell for British use, an airborne missile system named Skybolt. In its defense planning the United Kingdom relied on Skybolt to sustain its nuclear deterrence. The Americans, however, decided to cancel the program. This decision rocked the British government and seriously strained Anglo-American relations, while its hasty resolution gave President de Gaulle of France an excuse to veto British membership in the European Economic Community."--BOOK JACKET. "This volume adds to the report itself Kennedy's comments about it, a glossary, a cast of characters, new information gleaned from recently declassified British files, and Neustadt's comparison of British and American governments both at the time of the Skybolt affair and at present."--BOOK JACKET.
