Available in PDF, EPUB and Kindle. Book excerpt: When John F. Kennedy was inaugurated as the thirty-fifth president of the United States in January 1961, the cold war was at its height. Although the Soviet Union’s menace and reach were global and its best opportunities for expansion lay in the newer, poorer countries of the Third World, Kennedy believed that Europe represented the war’s front line. In Eastern Europe, Soviet power was achieving its greatest and most brutal successes; in Western Europe, the United States and its traditional allies had mobilized NATO to discourage a Soviet-led invasion or nuclear attack; and in the heart of Europe, West Berlin presented the single most likely detonator for what Kennedy termed “mankind’s final war.” In this politically volatile climate, Kennedy gave top priority to Europe, recognizing that the continent, during his presidency, was the key to America’s success, security, and survival in a dangerous world. John F. Kennedy and Europe offers a sterling collection of essays by both participants in and scholars of United States policy toward Europe from 1961 to 1963. Included in the volume are contributions by British historian Alistair Horne, journalist John Newhouse, policymaker Walt W. Rostow, and arms control specialist Carl Kaysen. The essays treat such important topics as Kennedy’s relationships with European leaders, his administration’s Italian and Portuguese policies, the Limited Test-Ban Treaty of 1963, and the balance-of-payments crisis with Europe. Together, these essays prove to be an indispensable, balanced contribution to cold war historiography and a landmark event in the study of the dynamics of what is still called the Atlantic partnership.

Book excerpt: First Published in 1997. In an effort to find the validity of middle ground, this book offers a comprehensive analysis that looks further than the House Committee on National Security's actions on the B-2 bomber, President Clinton's campaign promise to support the Seawolf submarine, and the Pentagon's use of a concurrent and risky management strategy for the $71.6 billion F-22 fighter aircraft program. It provides a dissection of the decision-making process for a representative sample of major weapons systems to invalidate the claims that pork and malfeasance are both pervasive and determinate.

Available in PDF, EPUB and Kindle. Book excerpt: In To Kill Nations, Edward Kaplan traces the evolution of American strategic airpower and preparation for nuclear war from this early air-atomic era to a later period (1950–1965) in which the Soviet Union's atomic capability, accelerated by thermonuclear weapons and ballistic missiles, made American strategic assets vulnerable and gradually undermined air-atomic strategy. Kaplan throws into question both the inevitability and preferability of the strategic doctrine of MAD. He looks at the process by which cultural, institutional, and strategic ideas about MAD took shape and makes insightful use of the comparison between generals who thought they could win a nuclear war and the cold institutional logic of the suicide pact that was MAD. Kaplan also offers a reappraisal of Eisenhower's nuclear strategy and diplomacy to make a case for the marginal viability of air-atomic military power even in an era of ballistic missiles.

Available in PDF, EPUB and Kindle. Book excerpt: Transformations of thought among British foreign policy makers since World War II have motivated this new study. For the first time in its history, during the postwar decade, Britain began to abandon its worldpower outlook and to turn toward a European consensus, substituting regional interests for its global perspective. The author asks: How does a people so attuned to worldwide interests and commitments reconcile itself to such drastically altered circumstances as those that followed World War II? How does a people that has historically viewed with hostility the unification of continental Europe develop as a top foreign priority participation in the European integration movement? The book focuses on the response of the British Government to changing international and domestic forces, including elite groups at home. Britain Faces Europe is the first book to examine both the development of British policy and the evolution of attitudes in the British private sector toward European integration between 1957 and 1967. Drawing on public documents and interviews, the author traces the movement of British policy toward a more European outlook. Investigating publications of interest groups such as the National Farmers Union, the Trades Union Congress, the Confederation of British Industry, and such Europe-oriented groups as Federal Union and the United Kingdom Council for Europe, the author traces the development of support for Common Market membership in the private sector. Developing attitudes in representative British newspapers and journals and those of parliamentary parties art described. Publications and statements of "anti-European organizations and public opinion polls are also examined. Important elements of the study for all students and observers of world affairs are its examination of British expectations from European integration and its assessment of the British Common Market case from propositions about integration drawn from theoretically-oriented literature. The book is an innovation in approach in that other studies have focused almost exclusively on descriptions of official policy without major reference to either the private sector or theories of integration at the international level.
