Available in PDF, EPUB and Kindle. Book excerpt: A small-scale, wet-weather accident study was conducted in the years 1981 to 1983 as part of a wider study on pavement texture. The researchers were notified of wet-weather accident occurrences, and the skid resistance was measured as soon as possible after the accident, usually within one day, but never more than two days. During the study period, 79 such sites were tested, 21 of which had multiple accidents. All sites were tested with the ribbed and blank test tires. Similar tests were made on control sections within 1.6 km (1 mile) of the accident sites. These were selected to have geometric and traffic characteristics similar to those of the accident sites. As it turned out, the data base was too small to warrant definitive conclusions. Uncertainties about accident causation were reflected in the fact that the data from the control sites were not significantly different from those of the accident sites. The results, however, show a trend consistent with findings by other researchers. Skid resistance measured with the blank tire is not only lower than that measured with the ribbed tire, but is also better as a predictor of skidding accident potential. Wet-weather accident data from Florida were also analyzed, and the results reinforced this conclusion. The use of data from both the blank and the ribbed tire for pavement evaluation is recommended for future study.

Book excerpt: The National Transportation Safety Board has investigated 12 highway accidents involving wet pavement, reviewed the skid resistance programs of 10 States, and reviewed the States' responses to the Federal Highway Administration's (FHWA) Advance Notice of Proposed Rulemaking, "Skid Accident Reduction Program--FHWA Docket No. 77-16," and conducted a special study on the magnitude of the wet pavement problem. There is a lack of systematic application of proven principles and practices by the States and FHWA. Past FHWA approaches have not been successful. As examples, the Board found that some of the fundamental skid resistance principles that are accepted today have been known over 20 years, that many local or county roads have never been skid tested, and that more than one State does not use accident records to define where testing is needed. As a result of this evaluation, the Board recommends that FHWA develop program objectives, initiate rulemaking to require that each State have an approved program with specific elements, revise the Federal-aid Highway Program Manual (FHPM 6.2.4.3), promote further research in several areas, and disseminate information more effectively.

Book excerpt: This report details the conception, design and implementation of the Texas Skid Accident Reduction Program. The primary objective was to develop a system which would help each District identify highway segments that are over-represented in wet weather accidents. Within each Highway District, the wet-surface-to-dry-surface ratio of accidents for the previous three year period was calculated for the entire population of on-system roads. The wet-to-dry accident ratios were then calculated for each five or ten mile segment by moving along the roadways in 1/10 mile increments. The top fifty segments which were over-represented in wet weather accidents, that is, had a ratio higher than the District as a whole, were listed. A new comprehensive listing was developed using input from the District personnel visited during the study. This listing will be disseminated to the Districts on an annual basis. The data is expected to be incorporated into ongoing District analyses of on-system roadways. The data should be one of many tools used by the Districts to help prioritize and schedule their short- and long-term maintenance and rehabitation programs.
