If he shall be so far fortunate as to succeed, even in the slightest degree, in throwing any additional light upon this interesting subject, he will feel amply re warded for the trouble he may have taken, and the anxiety which necessarily arises in the mmd of 'one unaccustomed to give his Opinions to the public. But in attempting this, he is endeavouring to discharge a duty which he owes to the service to which he belongs, and which it has a right to expect from him, as a return for the opportunities he has enjoyed.
