Book excerpt: The long-term securing of the UK's food supplies is a fundamental responsibility of Government. The Department for Environment, Food and Rural Affairs (Defra) must concentrate on building capacity in the food and farming industries so that they can respond to market signals in ways that will reduce the risk of food shortages. Producing sufficient food is only part of the challenge: how food is produced is equally important. The Committee notes that increases in production will have to take place in the context of reducing greenhouse gas emissions from the food system, reducing reliance on fossil fuel-derived inputs, and conserving soil and water. Consumer engagement will be vital if Defra is to achieve its vision for the UK food system. The report does not advocate food self-sufficiency for the UK and emphasises the importance of strong trading relationships with a variety of countries. Defra's response to the challenge of securing food supplies must take place in a European and global context. The focus of the reformed Common Agricultural Policy must be on sustainable food production, whilst encouraging European farmers to make their contribution to meeting the world's future food demands. The Committee also highlights the development of "food colonialism" or "land grabbing"- a phenomenon that involves the large-scale acquisition of land overseas by wealthy investors in order to grow food for people in the investor country. The report also calls for an urgent increase in spending on public-sector food and farming research.

Book excerpt: This report contains the Committee's views on the Ombudsman's report on the prudential regulation of Equitable Life throughout the 1990's until it was forced to close to new business in December 2000. Noting aswell that, now eight years later, the situation remains unresolved. The Committee feels that the Government should, without further delay, accept the Ombudsman's findings of maladministration on the part of the former Department of Trade and Industry, the Government Actuary's Department, and the Financial Services Authority. They support the Ombusman's recommendation for a full and unreserved apology from those public bodies concerned. There are valid arguments to be had about the means of providing redress, but there is concern that the Government may choose to act as judge on its own behalf by refusing to accept that maladministration took place. This would seroiusly undermine the Ombudsman;s office and the ability to learn lessons from the Equiable Life affair. The Committee also strongly supports the recommendation for a compensation scheme. Where regulators have been shown to fail so thoroughly, compensation should be a duty, not a matter of choice. While the aim should be restore individuals to the position they would have been had the maladministration not occurred, it is essential that the public purse benefits from an appropriate measure of protection. In particular, the emphasis must be on compensating individuals only for that loss that is fairly attributable to regulatory failure. Further, despite the basic presumption that loss must be accurately assessed, the main priority must be prompt resress. Policyholders have already been waiting almost a decade and substantial numbers have either died or are advancing in years. Justice delayed will mean justice denied to even more people.

The Comprehensive Approach requires close work with local nationals to build up their capability and confidence in all fields including security, governance, law and order and development. This must include women at all levels. The Government needs to find better ways to draw on the expertise of NGOs without compromising the effectiveness and safety of aid workers on the ground.

The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. Book excerpt: The Government's Future of Air Transport strategy aims to significantly increase UK airport capacity over the next two decades to accommodate the predicted growth in demand for air travel. New runways at Heathrow and Stansted airports are two of the key airport development proposals. If all the White Paper-supported airport development proposals came to fruition, current Government forecasts predict that the number of passengers passing through UK airports will increase from 241 million passengers a year in 2007 to 455 million passengers a year in 2030. This UK growth matches air traffic predictions for the whole continent. Eurocontrol, the European Organisation for the Safety of Air Navigation, predicts that European air traffic will double by 2020. If rising demand for air travel is to be met effectively through additional airport capacity, a corresponding increase in airspace capacity must be realised. However, a country's airspace, the portion of atmosphere above its territory and territorial waters, controlled by that country is a finite resource. UK airspace, particularly in the South East of England, is already some of the busiest and most complex to manage in the world. This will almost certainly require improvements in the efficiency of the UK air traffic management system.The Committee's inquiry aims to look at how to meet these challenges. Its findings are aimed at those organisations responsible for airspace-related decisions in the UK: the CAA, NATS, and the Department for Transport. Passenger numbers and freight demand globally have declined in 2008 and in the first months of 2009. In its conclusions and recommendations the Committee covered the management of airspace, strategy, change and co-ordination in airspace management, environmental impacts of airspace changes and European developments.

Forgotten Genocides: Oblivion, Denial, and Memory gathers eight essays about genocidal conflicts that are unremembered and, as a consequence, understudied. The contributors, scholars in political science, anthropology, history, and other fields, seek to restore these mass killings to the place they deserve in the public consciousness. Remembrance of long forgotten crimes is not the volume's only purpose—equally significant are the rich quarry of empirical data offered in each chapter, the theoretical insights provided, and the comparative perspectives suggested for the analysis of genocidal phenomena.
