This book was released on 2011-06-23 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Under current proposals the Maritime & Coastguard Agency plans to close ten of the existing 14 Maritime Rescue Coordination Centres and to leave three that remain open on a 24-hour basis and five that will operate in "daylight" hours only. The Transport Committee found little support for the measures and has no confidence that, under these proposals, the Coastguard will in future be able to respond to emergencies at sea as well as they do now, let alone in a more effective way. The Committee is not convinced by the Government's claim that technology can, at present, replace local knowledge. Serious concerns were raised that the safety of people at sea, on cliffs and beaches will be jeopardised if the proposals proceed in their current form. Ministers must issue revised proposals for further consultation. The Committee also strongly condemns the Government's cost-cutting decision to withdraw funding for the four Emergency Towing Vessels (ETVs) stationed around the UK coast - large tugs that intercept disabled ships to prevent environmental pollution disasters. The Transport Committee also criticises proposals to completely remove government funding for the Maritime Incident Response group (MIRG), a national fire-fighting-at-sea capability. Ministers should instead adopt a slimmed-down MIRG which is more cost-effective than the present arrangement. Lastly, the Committee records its disappointment that Mike Penning MP, Minister for Shipping, instructed regular coastguards not to give oral evidence to the committee on the basis that they were junior civil servants.

Book excerpt: Marine accidents can occur at any time and everywhere in the world, resulting in loss of life, property, environment and reputation of the companies involved. Preventing accidents and establishing a safer world without accidents is an important agenda for the maritime industry. Since the enforcement of the International Safety Management Code in 1998, companies have taken various kinds of measures to prevent accidents. Unfortunately, measures have been undertaken in a disorganized manner, and have not been effective. Experts of risk management, the safety management system, and accident models have each undertaken accident preventive measures within the scope of their specific fields, but have not looked beyond the realm of their own fields. This book discusses systematic accident prevention by integrating multi-disciplinary expertise based on academic research, the quality management system which has already proved its effectiveness in other fields, and findings of the author’s research. In systematic accident prevention, the weaknesses of a system within which accidents and incidents have occurred are viewed by combining scientific accident investigation data based on the International Maritime Organization model and the accident model. The nature of every type of marine accident, such as collisions, groundings, occupational casualties, etc., are derived by combining the accident model and statistical data. System weaknesses are rectified by the risk reduction method of risk management, and the rectified performance is incorporated in improvement in the system by the PDCA cycle, which is the core of the Safety Management System. We can see the weakness in the system and reduce the number of accidents and incidents while utilizing limited resources optimally to prevent accidents and incidents.

Book excerpt: The Law Library presents the complete text of the Inspection of Towing Vessels (US Coast Guard Regulation) (USCG) (2018 Edition). Updated as of May 29, 2018 The Coast Guard is establishing safety regulations governing the inspection, standards, and safety management systems of towing vessels. We are taking this action because the Coast Guard and Maritime Transportation Act of 2004 reclassified towing vessels as vessels subject to inspection and authorized the Secretary of the Department of Homeland Security to establish requirements for a safety management system appropriate for the characteristics, methods of operation, and nature of service of towing vessels. This rule, which includes provisions covering specific electrical and machinery requirements for new and existing towing vessels, the use and approval of third-party organizations, and procedures for obtaining Certificates of Inspection, will become effective July 20, 2016. However, certain existing towing vessels subject to this rule will have an additional 2 years before having to comply with most of its requirements. This ebook contains: - The complete text of the Inspection of Towing Vessels (US Coast Guard Regulation) (USCG) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure
