Book excerpt: There are growing demands for countries to develop national timber traceability systems. These demands range from a country’s own needs to track timber and collect associated revenues consistently, to international demands for due diligence regarding the legality of the timber for imports, and in some cases where a country has entered into a Voluntary Partnership Agreement (VPA) with the EU. In response, many countries have made considerable efforts to develop national systems which track timber flow from producer through processing, to the point of sale, and there are different approaches and tools available for doing this. This report aims to document lessons and best practices in the planning of government-led timber traceability systems in Latin America to provide a reference for government officials in other countries who are tasked with developing and implementing similar systems. It also seeks to help other audiences recognize that traceability is global trend and is becoming a new norm for conducting business and trade in international wood markets. The report focuses on experiences in Latin America where governments have proactively implemented traceability systems and demonstrated a relatively high capacity in doing so, leveraging technologies and equipment to respond to the unique needs of their countries. As many of these of systems are modular, successful and relevant elements can easily be transferred from one context to another and adapted to suit the needs of those tasked with designing similar systems.

Honduras’s score is similar to those of other Latin American countries and emerging market economies that have undergone the evaluation. In relation to the fiscal transparency principles, Honduran practices are considered basic in 15 areas; good in seven areas; and advanced in six areas. Fiscal transparency practices in the area of fiscal forecasting and budgeting are the strongest, while the fiscal risk analysis and management practices are the weakest. Finally, Honduras’s current fiscal transparency practices fall short of the FTC principles in eight areas.

For instance, Owen and Thiel (2006) assess the influence of policies on the economic dynamics of the forestry sector. Ibarra et al. (2008) explore the implications of forestry legislation in small-scale forest management by smallholders. Añazco et al. (2010) adopt a more comprehensive perspective to consider the current problems faced by the forestry sector and indicate the challenges to advance towards sustainable forest management. Unlike these, the analysis here is centered in the dynamics of timber harvesting in the Amazon undertaken by smallholders, colonists and indigenous people, and their relations with the domestic timber market. The most relevant studies on related issues were focused on describing the internal uses and trade flows of timber (Wunder, 1996), as well as the timber value chains with a national perspective (Ministerio del Ambiente del Ecuador, 2011).

After examining the cases, the study concludes that external whistleblowing, extensive mass media coverage, and strong evidence are essential components of effective whistleblowing. When there is a lack of proper legal protection, whistleblowers experience brutal retaliation, even though their actions are successful in stopping wrongdoing and promoting change in the public sector.
