La razón de este interés proviene más exactamente de una evolución de la Criminología. La gran frecuencia de las infracciones cometidas a esta edad ha llevado al criminólogo a preguntarse sobre este período que parece ser objetivamente un período crítico. Por otra parte, debemos reconocer que después de la instauración de un régimen particular para el niño delincuente o para el delincuente anormal, el movimiento de reforma penal ha encontrado, en la creación de medidas adaptadas para los jóvenes adultos, un objetivo adecuado o, si queremos, una próxima etapa de su obra de reforma. Parece tanto más deseable alcanzar este nuevo objetivo, ya que los especialistas no aciertan a comprender la razón por la que un adolescente, que pasa el límite de 16 o 18 años, cae brutalmente en otra categoría y se le juzga según principios fundamentalmente diferentes, mientras que, en la formación de su personalidad, lo mismo que, por otra parte, en su experiencia social, no comprobamos ninguna ruptura de este género".
