Book excerpt: In 1899 while serving in the 2nd Boer War, Robert Baden-Powell penned his sixth military book, Aids To Scouting. It was a non-typical training manual filled with personal stories of intrigue and even games. Its goal was to encourage the development of light reconnaissance scouting skills within the British Army. The book was well received by various armies of its time, including the French Army. His successful defense of Mafeking (1899-1900) in South Africa made Baden-Powell a well-known national hero in Britain. But what completely surprised Baden-Powell was that his book was eagerly taken up by teachers and youth groups to help organize outdoor activities and sport. He eventually embraced the idea of adapting his work into a new youth-oriented book, Scouting for Boys (1908) which went on to sell approx. 150 million copies to date. It was that follow-on book that firmly launched the international Boy Scouts movement. Aids to Scouting contains sections on the characters of a scout, as well as practical advice on observation, stealth/camouflage, map reading, sketching, tracking, reporting and care of horses. It presents these topics is a simple conversational style that makes it easy to read, and is illustrated with personal anecdotes of military adventures by the author. It gives scholars clear insights into his mindset and beliefs that served him well in the siege of Mafeking and shows a clear lineage to the formation of the tenets of his formation of the Boy Scouts. Anyone interested in the history of Boy Scouting will definitely want to read this interesting and formative book. A PBIL dragged its weary length along, and May had reached maturity without bringing the long-looked-for relief to the besieged town. Up to May 18th the relief operations taken under the direction of Lord Boberts were still a mystery. London at this time was a prey to all sorts of rumours, good and bad. Questions were asked in the House of Commons, but the official sources of information had nothing but hope for the inquirers. Popular faith having been centred respectively in Sir Frederick Carrington, Sir Archibald Hunter, and in certain phantom columns of whose existence there seemed no evidence save that derived by inference from Boer anxiety, it began to be believed that if relief were ever to reach Mafeking it would be through Colonel Plumer. The idea was encouraged that Colonel Plumer's hands would be strengthened materially by Sir Frederick Carrington's operations in Bhodesia releasing from protective duty the Ehodesian Begiment at the same time that Lord Eoberts' movements in the south would necessitate the weakening of the Boer forces around Mafeking, if they did not indeed precipitate the actual abandonment of the investment of the town. But I anticipate. Taking up once again the thread of my brief chronicle of the siege itself, it appears that on April 10th Colonel Baden-Powell reported all well. Under the same date news was sent out from the town to the effect that several native women who attempted to escape through the Boer lines had been turned back after being stripped and sjamboked. It deals with the development of the youth movement both as a subject of enquiry and as an analytical tool which may shed light upon the broader history of Hong Kong. The author combines professed aim of Scouting (citizenship), the key motives for supporting it (governance, war, secular education and religious conversion) and the most relevant differentiating identities (race, class, gender and age) to analyze the experience of young people involved in Hong Kong Scouting throughout the years, both colonial and post-colonial. The book is richly illustrated with interesting and instructive images and relied heavily on a doctoral dissertation by the author, though they are also significantly different in both structure and content. It is a critical study aimed at both general readers and readers with more specific interests, and should enrich their understanding of the histories of Scouting, youth, citizenship education, the colonies, the British Empire, decolonization, China and Hong Kong. By reconstructing the evolution of Scouting from a niche movement for a handful of British boys before the First World War to a fully indigenized and co-educational mass movement in the post-colonial Hong Kong society, it fills a gap in the historical studies of youth movements around the world. By analyzing how the movement and the (re)construction of its particular brand of citizenship training reflected the development of the community, it adds to our understanding of the political, cultural and social history of Hong Kong, often influenced by that of China. By demonstrating the uniqueness of its evolution in the colonial context, it provides useful comparative insights into the history of imperialism and colonial youth movements. By exploring the choices made by local Scouting since Hong Kong's retrocession of sovereignty to China, it compliments other studies on decolonization and post-colonial citizenship.
