In this paper, a new model for decision making in the selection of projects is presented based on single valued neutrosophic number (SVNnumbers) and the analytic hierarchy process (AHP). The proposed framework is composed of five activities, framework, criteria weighting, gathering information, rating alternatives and project selection. Project alternatives are rated based on aggregation operator and the ranking of alternatives is based on scoring and accuracy functions. The AHP method is included and allows a correct weighting of different criteria involved. Additionally the common decision resolution scheme for helping decision maker to reach a reliable decision is used giving methodological support t. A case study is developed showing the applicability of the proposal for information technologies project selection. Further works will concentrate in extending the proposal for group decision making and developing a software tool.

Book excerpt: The foremost broadly utilized strategy for the valuation of the overall performance of a set of identical decision-making units (DMUs) that use analogous sources to yield related outputs is data envelopment analysis (DEA). However, the witnessed values of the symmetry or asymmetry of different types of information in real-world applications are sometimes inaccurate, ambiguous, inadequate, and inconsistent, so overlooking these conditions may lead to erroneous decision-making. Neutrosophic set theory can handle these occasions of data and makes an imitation of the decision-making procedure with the aid of thinking about all perspectives of the decision. In this paper, we introduce a model of DEA in the context of neutrosophic sets and sketch an innovative process to solve it. Furthermore, we deal with the problem of healthcare system evaluation with inconsistent, indeterminate, and incomplete information using the new model. The triangular single-valued neutrosophic numbers are also employed to deal with the mentioned data, and the proposed method is utilized in the assessment of 13 hospitals of Tehran University of Medical Sciences of Iran. The results exhibit the usefulness of the suggested approach and point out that the model has practical outcomes for decision-makers.

Book excerpt: This paper proposes a multi-criteria decision making method called the neutrosophic data analytical hierarchy process (NDAHP) for the single-valued neutrosophic set (SVNS). This method is an extension of the neutrosophic analytic hierarchy process (NAHP) but was designed to handle actual datasets which consists of crisp values. Our proposed NDAHP method uses an objective weighting mechanism whereas all other existing versions of the AHP, fuzzy AHP and other fuzzy based AHP method in literature such as the NAHP and picture fuzzy AHP uses a subjective weighting mechanism to arrive at the decision. This makes our proposed NDAHP method a very objective one as the weightage of the criteria which forms the input of the evaluation matrix are determined in an objective manner using actual data collected for the problem, and hence will not change according to the opinions of the different decision makers which are subjective. The proposed NDAHP method is applied to a multi-criteria decision making problem related to the ranking of the financial performance of five public listed petrochemical companies trading in the main board of the Kuala Lumpur Stock Exchange (KLSE). Actual dataset of 15 financial indices for the five petrochemical companies for 2017 obtained from Yahoo! Finance were used in this study. Following this, a brief comparative study is conducted to evaluate the performance of our NDAHP algorithm against the results of other existing SVNS based decision making methods in literature. The results are compared against actual results obtained from KLSE. To further verify the rankings obtained through each method, the Spearman and Pearson ranking tests are carried out on each of the decision making methods that are studied. It is proved that our proposed NDAHP method produces the most accurate results, and this was further verified from the results of the Spearman and Pearson ranking tests.

Book excerpt: Logistics center (LC) is unique technological, spatial, organizational and economic unity that brings together different providers and users of logistics services. By selecting the optimal LC location, transport costs are reduced and business performance, competitiveness and profitability are improved. In order to achieve the overall optimum, it is necessary to perform adequate evaluation and selection of the optimal location for the construction of a LC. In this paper is performed the evaluation of potential locations based on new approach in the field of logistics. Weight coefficients of criteria are determined using objective model integrated in Single-Valued Neutrosophic (SVNN) Multi-Attributive Border Approximation Area Comparison (MABAC) model. In order to determine the stability of the model, the SVNN MABAC model is compared with other representative multi-criteria models. In the final part of the model validation, statistical correlation between the SVNN MABAC model and other MCDM approaches (SVNN WASPAS, SVNN VIKOR, SVNN TOPSIS and SVNN CODAS) is performed.
