Book excerpt: In Sending Them Home, Robert Manne tells the stories of individual asylum seekers and finds in their experience the seeds of a devastating critique. Balancing sorrow and pity with a controlled anger, Manne develops a sustained argument about what could, and should, be done for the nine thousand refugees who remain in limbo on temporary protection visas. Sending Them Home also contains a groundbreaking account of conditions in the offshore processing camps on Nauru, whose operations have until now been shrouded in secrecy, and a damning forensic investigation of the recent efforts to return - frequently against their will - many of those who sought our protection and whose countries remain in turmoil. Combining ethical reflection and acute political analysis, this essay initiates a new phase in the refugee debate. 'No one ought to pretend that the unanticipated arrival of the Iraqis, Afghans and Iranians did not pose real ... problems for Australia. However these problems arose not because these people were not genuine refugees. They arose, rather, precisely because the overwhelming majority of them were.' -Robert Manne, Sending Them Home This issue also contains correspondence discussing Quarterly Essay 10, Made in England, from Phillip Knightley, Morag Fraser, Larissa Behrendt, Alan Atkinson, James Curran, Sara Wills, and Gerard Windsor

Available in PDF, EPUB and Kindle. Book excerpt: In the second Quarterly Essay of 2004, Paul McGeough offers a dramatic account of why Iraq remains in chaos despite desperate American efforts to create a model democracy in the Middle East. According to McGeough, Iraq to this day remains a tribal society. It cannot be governed without the cooperation of the true powers in the land, the tribal and religious sheikhs. Those who have ruled Iraq in the past, including Saddam Hussein and the British before him, understood this fact. The Americans, by contrast, seem to have missed the point. In Mission Impossible, Paul McGeough enters the world of key Iraqi tribal and religious leaders. There are vivid portraits of the sheikhs' role in the fall and capture of Saddam, as well as their part in the growing insurgency. There are glimpses, too, of a history that once involved Lawrence of Arabia and Gertrude Bell, and which pre-dates Islam, stretching back thousands of years. Combining reportage and analysis in brilliant fashion, this groundbreaking essay is well timed to coincide with the next major phase in Iraq's troubled history. "Throughout the history of their region, the sheikhs have been the powerbrokers, deciding who would reign between the great rivers, the Tigris and the Euphrates." —Paul McGeough, Mission Impossible

They conclude that this relationship will remain important and will be strengthened in some ways--interdependence will be central to Australian strategy--but they consider the building of large-scale American military bases in Australia unlikely. The challenge, they note, will be sustaining political support within Australian for this type of relationship.

Book excerpt: The Military Covenant states that in exchange for their military service and their willingness to make the ultimate sacrifice, soldiers should receive the nation’s support. Exploring the concept’s invention by the Army in the late 1990s, its migration to the civilian sphere from 2006 and its subsequent entrenchment in public policy, Ingham seeks to understand the Covenant’s progress from the esoteric confines of Army doctrine to national recognition. Drawing on interviews with senior commanders, policy-makers and representatives of Forces’ charities, this study highlights how the Army deployed the Military Covenant to convey the pressure on the institution caused by the concurrent combat operations in Iraq and Afghanistan. While achieving a better deal for soldiers whose sacrifice became all too apparent, the Military Covenant licensed unprecedented incursion into politics by senior commanders, enabling them to out-manoeuvre the Blair-Brown governments and to challenge the existing norms within Britain’s civil-military relationship. As British Forces prepare to leave Afghanistan, this study considers the value Britain accords to military service and whether civilian society will continue to uphold its Covenant with those who have served the nation.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks at several troop categories based on primary function and analyzes the ratio between these categories to develop a general historical ratio. This ratio is called the Tooth-to-Tail Ratio. McGrath's study finds that this ratio, among types of deployed US forces, has steadily declined since World War II, just as the nature of warfare itself has changed. At the same time, the percentage of deployed forces devoted to logistics functions and to base and life support functions have increased, especially with the advent of the large-scale of use of civilian contractors. This work provides a unique analysis of the size and composition of military forces as found in historical patterns. Extensively illustrated with charts, diagrams, and tables. Book excerpt: "The United States has long utilized private military contractors to augment regular military forces in support of its national foreign policy and security needs. Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. However, this study endeavors to frame the continuing dialog concerning the appropriate use of PMCs to support regular troops."--Abstract from DTIC web site.

Available in PDF, EPUB and Kindle. Book excerpt: In Dark Ages America, the pundit Morris Berman argues that the nation has entered a dangerous phase in its historical development from which there is no return. As the corporate-consumerist juggernaut that now defines the nation rolls on, the very factors that once propelled America to greatness—extreme individualism, territorial and economic expansion, and the pursuit of material wealth—are, paradoxically, the nails in our collective coffin. Within a few decades, Berman argues, the United States will be marginalized on the world stage, its hegemony replaced by China or the European Union. With the United States just one terrorist attack away from a police state, Berman's book is a controversial and illuminating look at our current society and its ills.

Book excerpt: Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.
