Book excerpt: This book provides an analytical discussion of the status of disaster risk reduction and governance in an Indian context, drawing examples and lessons from the output of the national and regional level programs and projects and from other relevant experiences in the country. Different types of disasters faced by Indian states are covered, including geophysical and hydrometeorological hazards. The book incorporates and draws upon some of the key lessons from the pre-disaster phase through the disaster phase and finally to the post-disaster phase, thus establishing an effective framework in the form of key lessons learned. The rich content of the book is based on contributions from various stakeholders, from academicians and practitioners to decision makers and nongovernment organizations related to disaster risk management systems in an Indian context. Special emphasis is given to analyzing field experiences from academic perspectives and pointing out key issues along with the relevance of risk governance of disaster risk reduction. The book works as a comprehensive reference in disaster risk governance for disaster managers in India and other countries. The book has 19 chapters organized into four parts. Part I provides the outline and basics of disaster risk governance perspectives at the national level with supporting examples from a global point of view. Part II specifically emphasizes the detailed perspectives on risk governance at the regional and local levels. Part III is devoted to approaches and issues of disaster risk governance and development at various levels, stressing the practices and clear examples of disaster risk governance, policy options, institutional organization, risk-reduction strategies, and key lessons learned. Finally, Part IV highlights risk reduction and cross-cutting issues, focusing on risk mitigation and scientific intervention for disaster risk reduction.

Book excerpt: This book presents mainly the geotechnical details of geomaterials (soils and rocks) found in all the 36 states and union territories of India. There are 37 chapters in this book. Chapter 1 provides an overview of geomaterials, focusing on their engineering properties as determined based on the project site investigations and laboratory/field tests; this will help readers understand the technical details explained throughout the book, with each chapter dealing with geomaterials of one state/union territory only. Each chapter, contributed by a team of authors, follows a common template with the following sections: introduction, major types of soils and rocks, properties of soils and rocks, use of soils and rocks as construction materials, foundation and other geotechnical structures, other geomaterials, natural hazards, case studies and field tests, geoenvironmental impact on soils and rocks, concluding remarks and references. All the chapters cover highly practical information and technical data for application in ground infrastructure projects, including foundations of structures (buildings, towers, tanks, machines and so on), highway, railway and airport pavements, embankments, retaining structures/walls, dams, reservoirs, canals and ponds, and landfills and tunnels. These details are also highly useful for professionals dealing with mining, oil and gas projects and agricultural and aquacultural engineering projects. Although this book covers the Indian ground characteristics, the information provided can be helpful in some suitable forms to the professionals of other countries having similar ground conditions and applications.

Available in PDF, EPUB and Kindle. Book excerpt: Nepal is in one of the most active earthquake regions in the world. Nepal's current non-earthquake-resistant infrastructure, lack of sufficient modern communication networks, and limited facilities and manpower in the medical sector are the major threats to life and property during a major earthquake. On March 31, 2010, under the auspices of three leading Nepali diaspora professional organizations in the United States of America--American Society of Nepalese Engineers (ASNEngr), America Nepal Medical Foundation (ANMF), and Computer Association of Nepal-USA (CAN-USA)--a joint initiative on Earthquake Preparedness and Disaster Relief in Nepal, of which this position/concept paper is a product, was launched to help understand the current status of earthquake preparedness in Nepal. This position paper describes the challenges that Nepal will face if and when another large-magnitude earthquake strikes like the devastating January 16, 1934 Nepal-Bihar earthquake. The paper also provides a list of recommendations to be considered to minimize the loss of life and property, especially in the densely populated Kathmandu valley. The document is peer-reviewed by a group of individuals having expertise in the related areas.

Available in PDF, EPUB and Kindle. Book excerpt: 'Economic losses from natural disasters totaled $92 billion in 2015.' Such statements, all too commonplace, assess the severity of disasters by no other measure than the damage inflicted on buildings, infrastructure, and agricultural production. But $1 in losses does not mean the same thing to a rich person that it does to a poor person; the gravity of a $92 billion loss depends on who experiences it. By focusing on aggregate losses—the traditional approach to disaster risk—we restrict our consideration to how disasters affect those wealthy enough to have assets to lose in the first place, and largely ignore the plight of poor people. This report moves beyond asset and production losses and shifts its attention to how natural disasters affect people’s well-being. Disasters are far greater threats to well-being than traditional estimates suggest. This approach provides a more nuanced view of natural disasters than usual reporting, and a perspective that takes fuller account of poor people’s vulnerabilities. Poor people suffer only a fraction of economic losses caused by disasters, but they bear the brunt of their consequences. Understanding the disproportionate vulnerability of poor people also makes the case for setting new intervention priorities to lessen the impact of natural disasters on the world’s poor, such as expanding financial inclusion, disaster risk and health insurance, social protection and adaptive safety nets, contingent finance and reserve funds, and universal access to early warning systems. Efforts to reduce disaster risk and poverty go hand in hand. Because disasters impoverish so many, disaster risk management is inseparable from poverty reduction policy, and vice versa. As climate change magnifies natural hazards, and because protection infrastructure alone cannot eliminate risk, a more resilient population has never been more critical to breaking the cycle of disaster-induced poverty.
