It would be nearly three years before anyone else in the world was able to duplicate the achievement. Even so, few knew of the brothers' flights, partly due to their extreme secretiveness; they feared unscrupulous competitors would steal their ideas. As a result, little publicity attended the Wright brothers and their airplane. But word got out. Taking off from the Ft. Myer parade field, the "Flyer" headed south to where the Masonic Temple now stands in Alexandria, turned around and climbed to a record 400 feet, and then went into a gradual descent to pick up speed for the sprint back to Ft. Myer. They crossed the finish line at a blistering 42 mph. President Taft was on hand to congratulate the brothers for their astonishing achievement. The Army had just bought themselves an airplane. Over the next century the airplane would revolutionize war, but even at the beginning there were those who foresaw that things had changed dramatically and irreversibly. Alexander Graham Bell, inventor of the telephone, said simply that the airplane made armies "an impertinence" and battleships "so much junk." Time would test his judgments.

Within the pages of this booklet, the unification and creation of a Department of National Defense is addressed with the its organization and emphasis under President Truman’s leadership. In 1949 several amendments to the National Security Act gave the Secretary more authority, personnel and power and downgraded the services from executive to military departments. The service secretaries would no longer attend meetings of the National Security Council, but would advise the Secretary of Defense. In the five decades since the creation of the Department of Defense and the separate United States Air Force, controversies over roles and missions have continued to divide the services, especially when they competed for shrinking defense funds. Yet the national security chain of command and the unique role of the Air Force have remained intact. When Benny Foulois retired from his post as Chief of the Air Corps at the close of 1935, the B-17 Flying Fortress of World War II fame had completed its test flights and in January 1936, a contract for the first 13 Fortresses was signed by the Army. General Foulois died in 1967, just 6 decades after the Army's Aeronautical Division was formed. At the time of his death, the United States Air Force, which he had helped to create, was equipped with supersonic fighters, bombers with a range of 8,000 miles or more, intercontinental ballistic missiles, and thermonuclear weapons.But an air force is more than an agglomeration of aircraft, bombs, and bullets. It needs several other elements: a clear understanding of its purpose, or mission; a body of ideas (concepts and doctrine) governing in broad terms how it will carry out its mission; strategy and tactics for the efficient use of its equipment; a system for supplying its material and human needs; a research and development organization to keep ahead of potential enemies; experienced leaders; and sound organization to coordinate and direct its activities. These elements were lacking when the Army's only aviation unit first took to the field on March 15, 1916, commanded by Capt. Benny Foulois. The 1st Aero Squadron was ordered to help Brig. Gen. John J. Pershing scout out the bandit, Pancho Villa, and bring him back from Mexico, dead or alive. The squadron's unarmed, underpowered Curtiss JN-2 biplanes could not make it over the mountains or cope with the strong winds of northern Mexico. By April 20, only two of its eight planes were in commission.

Book excerpt: Using an original data set of 145 ground, air, and naval interventions from 1898 through 2016, this report identifies those factors that have made U.S. military interventions more or less successful at achieving their political objectives. While these objectives were often successfully achieved, about 63 percent of the time overall, levels of success have been declining over time as the United States has pursued increasingly ambitious objectives. The research combines statistical analysis and detailed case studies of three types of interventions -- combat, stability operations, and deterrence. The research highlights that the factors that promote the successful achievement of political objectives vary by the nature of the objective and the intervention. For example, sending additional ground forces may help to defeat adversaries in combat missions but may have a more contingent effect on success in institution-building in stability operations, where nonmilitary resources and pre-intervention planning may be especially vital. The report offers five main policy recommendations. First, planners should carefully match political objectives to strategy because factors that promote success vary substantially by objective type. Second, sending more forces does not always promote success, but for certain types of objectives and interventions, greater capabilities may be essential. Third, policymakers should have realistic expectations regarding the possibility of achieving highly ambitious objectives. Fourth, pre-intervention planning is crucial. Finally, policymakers should carefully evaluate the role that might be played by third parties, which is often under appreciated.
