Book excerpt: The agriculture sector in Sierra Leone accounts for 60 percent of GDP and 58 percent of total employment. More than 58 percent of the country’s population live in rural areas and 86.1 percent of this population are engaged in smallholder subsistence agricultural production. Ten years of civil conflict and the Ebola epidemic in 2014 negatively affected food security and the country’s overall socio-economic situation. The country is particularly vulnerable to extreme events such as food chain crises and natural hazards which have a direct impact on food security and livelihoods. This evaluation aims to identify lessons learned and provide strategic recommendations on how FAO programmes can be better oriented in Sierra Leone. FAO’s overall contribution to developmental challenges was assessed in the priority areas defined in the CPFs covering 2012–16 and 2017–19. The evaluation comprised an examination of associated outcome areas related to support to smallholder commercialization, natural resources management, and effective response to disasters and increasing social productivity and resilience. The review also evaluated crosscutting issues, including gender equality and women’s empowerment, climate resilience, nutrition, capacity development and youth employment.The evaluation used different methods to collect the views of the beneficiaries and other stakeholders, such as structured focus group discussions, structured key informant interviews, direct observation, and workshops. The fieldwork took place with actors from projects across five districts: Bo, Bombali, Kenema, Kono, and Port Loko.The evaluation found evidence of significant and sustainable results in a range of areas of FAO’s activities, including policy-related work, from adoption of legislation to policy influence, piloting of approaches, and standards and regulatory frameworks. Likewise, results leading to livelihoods improvements, empowerment and adoption of more sustainable organizational practices, technologies and skills were found. Nevertheless, the programme failed to aggregate activities and interventions in a programmatic and coherent portfolio. FAOs capacity to deliver sustainable and consistent results, with strong partnerships and complementary action, was often undermined by lack of, or weak systems and functions. FAO should use the development of the new CPF as a way to re-design its strategic footprint in the country and reach its full potential, despite the limiting factors. To do this, FAO could consider adopting an area-based approach, implementing a programmatic, multi-stakeholder and cross sectoral adaptive approach based on regions/districts.

This approach has resulted in strengthening the occupational levels in the youth population segments of the country. This book discusses the objectives and outcomes of this project, including curricula for Sustainable Construction, training of counselors and administrators, providing youths with supervisory skills, and developing tools to assess youth development institutions' weaknesses and enhance institutional capacity to deliver climate change adaption for sustainable development programmes. The book can be used by policymakers from Small Island Developing States (SIDS) and LDCs in Africa and Asia. Sierra Leone continued to make good progress under the IMF-supported program. While the program’s medium-term goals remain appropriate to enable future growth and development, the dramatic onset of the global coronavirus disease 2019 pandemic poses significant near-term risks. Combating the economic fallout of the crisis and protecting the health of Sierra Leoneans should be the immediate priority. The authorities’ cautious fiscal policy has been important. They have made commendable progress in mobilizing domestic revenue and prudent execution of budgeted expenditures. This has stabilized domestic borrowing needs and allowed inflation pressures to ease. Managing fiscal risks and securing debt sustainability remain the medium-term priority. Continued revenue mobilization will require both tax administration and policy reforms. Deeper public financial management reforms will further improve budget planning and execution, including preventing new arrears. A strategic plan for the two state-owned banks will be instrumental in addressing underlying fiscal risks.

The MTDS framework supported by the AT quantitative analysis helps to determine the financing strategy. The chosen debt management strategy sets out the financing composition path to meet the debt management objective(s). The profile of future interest payments and the amortizations of new debt are driven by the debt management strategy. The MTDS AT is based on annual cash flow. Although this assumption is enough for analyzing alternative debt management strategies, in some cases, particularly for countries that are heavily dependent on short-term securities with maturities of less than a year, it would be helpful to work with cash flows with higher frequency.

A novel empirical approach is used, which is based on a Difference in Differences setup, called the Synthetic Control Method. The model suggests that EVD had a severe impact on growth. In 2014, the first year EVD hit the country, the impact on real growth excluding iron ore is estimated to be more than 5 percentage points. It is suggested that in outer years, the severity of the impact will lessen, and growth will converge to its normal path by 2018.

Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
