Book excerpt: Sierra Leone came to world attention in the 1990s when a catastrophic civil war linked to the diamond trade was reported globally. This fleeting and particular interest, however, obscured two crucial processes in this small West African state. On the one hand, while the civil war was momentous, brutal and affected all Sierra Leoneans, it was also just one element in the long and faltering attempt to build a nation and state given the country's immensely problematic pre-colonial and British colonial legacies. On the other, the aftermath of the war precipitated a huge international effort to construct a 'liberal peace', with mixed results, and thus made Sierra Leone a laboratory for post-Cold War interventions. Sierra Leone examines 225 years of its history and fifty years of independence, placing state- society relations at the centre of an original and revealing investigation of those who have tried to rule or change Sierra Leone and its inhabitants and the responses engendered. It interweaves the historical narrative with sketches of politicians, anecdotes, the landscape and environment and key turning-points, alongside theoretical and other comparisons with the rest of Africa. It is a new contribution to the debate for those who already know Sierra Leone and a solid point of entry for those who wish to know.

Book excerpt: This book looks at the political reintegration of armed groups after civil wars and the challenges of transforming ‘rebel’, ‘insurgent’ or other non-state armed groups into viable political entities. Drawing on eight case studies, the definition of ‘armed groups’ here ranges from militias, paramilitary forces, police units of various kinds to intelligence outfits. Likewise, the definition of ‘political integration’ or ‘re-integration’ has not been restricted to the formation of political parties, but is understood broadly as active participation in politics, policy-making or public debate through parties, newspapers, social organisations, think-tanks, NGOs or public service. The book seeks to locate or contextualise individual cases within their distinctive social, cultural and historical settings. As such it differs from much of the donor-driven literature that has tended to abstract the challenge of disarmament, demobilisation and reintegration (DDR) from their political and historical context, focusing instead on technical or bureaucratic issues raised by the DDR process. Among the issues covered by the volume as a whole, three stand out: first, the role of political settlements in creating legitimate opportunities for erstwhile leaders of armed factions; second, the ability of reintegration programmes to create genuine socio-economic opportunities that can absorb former fighters as functional members of their communities; and third, the processes involved in transforming an entire rebel movement into a viable political party, movement or, more generally, allowing it to participate in political life. This book will be of great interest to students of security and development, peace and conflict studies, and IR in general, as well as practitioners and policymakers. Mats Berdal is Professor of Security and Development in the Department of War Studies at King’s College London. From 2000 to 2003 he was Director of Studies at the International Institute for Strategic Studies (IISS) in London. Mats Berdal is a Visiting Professor at the National Defence and Command College, Oslo. Previous RAND studies of nation-building focused on external interveners' activities. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed.
